The Bureau of Reclamation, Technical Service Center is seeking interested internal candidates to be considered for a professional development opportunity with the Geographic Applications and Analysis group! This opportunity is for a detail or temporary promotion, not to exceed 120 days. Location - Lakewood, Colorado

Duties

-Plans and organizes the overall activities of the Group and provides direct administrative and technical supervision toall staff within the Group. Develops and implements processes to ensure products and services produced and provided by the Group are technically sound and responsive to client needs. Implements succession planning best practices. Directs client work requests to technical working groups as appropriate. Assigns Group resources according to needs. -Consults and coordinates cooperative efforts within Reclamation and with organizations outside Reclamation regarding technical capabilities and workload. -Continually develops and implements process improvements ensuring that geospatial focused technical products, services, and reports developed by the group are of high technical quality and are provided in a timely and efficient manner. Reviews technical and written work products developed by the group. Advises on, reviews, and conceives new geospatial technology focused concepts and techniques to resolve problems and advance technology in areas where there is little or no theory or precedence for guidance and where new approaches must be devised. Implements policies and practices leading to the development of a technical center of excellence for applied geospatial solutions.

Applicants currently at the GS-14 may apply to be detailed into this position. Applicants currently at the GS-13 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience. To be eligible for consideration, you must meet BOTH the Basic Qualification and Specialized Experience requirements for the grade level described below. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application. Basic Qualification Requirement for the 0810 Series: To be eligible for the position, you must possess one of the following: A. Degree: Engineering. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. -or- 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. -or- 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. -or- 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Basic Qualification Requirement for the 1301 Series: To be eligible for the position, you must possess one of the following: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -or- B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. Please submit both undergraduate and graduate level transcripts, as applicable, to meet Basic Education qualification requirement. Specialized Experience Requirement: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify for the GS-14 grade level: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience as a senior or technical expert in the fields of applied geospatial science and engineering; demonstrated knowledge and experience applying Geographic Information Systems (GIS) technologies, and/or experience in the development of geospatial tools/designs; knowledge of geospatial analytical techniques including computerized mapping, attribute-data conversion, and data manipulation; and/or knowledge of relational database systems and data architectures; demonstrated experience in project management methods and techniques; and knowledge of methods and techniques applicable to GIS applications development.

Education

This position does not allow for substituting education for experience.

This position has a mandatory education requirement. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
