This position is located at the Veterans Affairs Northern California Health Care System (VANCHCS) in Mather, CA. The primary purpose of the position is to establish and independently coordinate a comprehensive public affairs program utilizing various communication methods for all marketing/outreach and activities internal and external to VANCHCS.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Performs work related to public affairs activities, such as responding to inquiries, coordinating media interviews, developing communications plans, coordinating agency information programs, etc. Organizes and coordinates print and broadcast media interviews with key regional officials and oversees all arrangements with the media involving agency activities. Provides photographs, tapes, publications, and other materials as required. Develops and implements communications plans supporting many cross-media outreach activities such as strategics planning, multimedia, and education. Provides expert advice on programs develop communications plans. Promotes and maintains community relations and awareness programs. Develops, promotes, and maintains effective community relations and awareness programs. Develops programs to publicize the availability of clinical services. Acts as liaison or handles the communication with persons and/or groups within and outside of an organization or office. Acts as primary liaison with critical persons and groups both inside and outside of the organization; independently handling major office issues. Administers outreach programs and activities supporting benefits and services provided to Veterans, their dependents, or beneficiaries. Develops informative materials aimed at publicizing and soliciting support for various programs. Organizes, coordinates, and/or collaborates with facility leaders on events that promotes programs that enhance the image of VANCHCS such as opens houses, career fairs, health screening clinics, registration events and dedication and anniversary ceremonies. Exercises responsibility for the direct supervision of the Public Affairs Service Line to providing technical and administrative supervision as it relates to central management of public affairs and relations, outreach/visual information/audiovisual services, and community partnership/relationship management. The incumbent's supervisory responsibilities include overseeing the daily operation of the service line, ensuring that agency policies and priorities are being followed: prioritizing major work efforts to be accomplished; assigning work to subordinates; evaluating performance and setting performance standards; giving advice, counsel, or instructions on both technical and administrative matters. Interviewing and selecting candidates for positions; hearing and resolving appropriate complaints and grievances; carrying out disciplinary measures, such as reprimands and recommendation of removal/termination; identifying and providing for management development and training needs of staff members. Performs other related duties as assigned. GS-13 SPECIALIZED EXPERIENCE REQUIREMENT: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized Experience: Experience performing work related to public affairs activities, such as responding to inquiries, coordinating media interviews, developing communications plans, coordinating agency information programs, etc. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and ManagementBudget AdministrationCommunicationsCommunications and MediaManages and Organizes Information IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Assignments regularly involve working in an office environment that includes working at a desk with a computer, attending meetings, periods of walking, standing, bending, and stooping, executing logistical needs to support events or to accompany/escort visitors, media crews, or other special groups. Work is generally sedentary with ambulating required during visits and tours. Flexibility of scheduled tours is required to accommodate events and activities occurring in other than normal duty hours. Mobility and the ability to transport public affairs materials is required in terms of staging and assisting staff with equipment and other printed materials. The incumbent must be able to physically attend events in the community in indoor and outdoor venues and be able to stand/sit for up to 6 hours at a time. Incumbent will regularly need to operate specialized equipment such and digital cameras or audio equipment.
