About the Position: This is a Supervisory Construction Control Representative GS-0809-13 position with US Army Engineer District, Engineering and Construction Division, Construction Branch located in Mountain Home, AR.
Duties
Assist with the coordination of the planning and scheduling of construction operations and quality assurance oversight in concert with the construction agent.
Participate in design criteria studies and design review conferences to coordinate in BCOE reviews.
Support the Branch Chief / Area Engineer in regards to workload and budget planning for the monitoring of expenditures.
Conduct or participate in meetings and conferences related to Office activities to include design review conferences with in-house and A-E designers, using agency representatives, and other Federal agencies.
Attend pre-bid and post award conferences to discuss and clarify principal construction features.
Assist the Area Engineer in planning the work programs and need for field inspection personnel in the project office.
Resolve problems encountered in the field and advise on appropriate course of action involving customer expectations, contracting requirements, engineering requirements and other conflicting requirements.
Schedules the work of lower-graded engineers and technicians.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Performance of duties requires up to 25% of time in travel status.
- Incumbent is required to possess, or obtain DAWIA Contracting Professional Certification and Administrative Contracting Officer’s Warrant within 24 months of appointment.
- Incumbent is required to possess, or obtain and maintain a valid U.S. Drivers License at time of appointment.
- This is a Critical Acquisition Position. (CAP)

Specialized Experience: One year of specialized experience which includes: 2 OUT OF THE FOLLOWING 3:1) Reviewing project plans and specifications to ensure compliance with the contract documents OR 2) Performing field investigations at construction sites to ensure compliance with contract plans and specifications OR 3) Reviewing contract changes proposed by contractor to include negotiate with contractor on terms and prices.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
