The primary purpose of this position is a developmental position with known promotion potential to the target position of (GS-1670-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. Serve as a planner responsible for cradle to grave supply chain management and support.

Duties

Under the direction of the single manager SM, SSM, or IPT leader perform duties involved in the acquisition phase. Under the direction of the SM, SSM, IPT leader, perform a variety of duties involved in the production phase of new or modified equipment. Under the direction of the SM, SSM, IPT leader, perform a variety of duties involved in the operational phase of equipment/systems. Perform duties involved in the disposal of equipment from the inventory due to lack of contractor support, no longer needed, phase out due to technology improvement, etc. Perform technical review of work performed by lower graded equipment management specialists, as assigned, assisting in the resolution of the more difficult and complex problems, and providing guidance on other routine matters.

  • The SM or SSM as applicable, will provide an annual appraisal rating input to the functional supervisor for consideration.
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, and or holidays and or overtime.
  • This position may require employee to work under adverse environmental conditions while supporting field organizations.
  • Foreign Military Sales (FMS) employee may be required to provide various technical functions and guidance to representatives of foreign countries, and or DoD components and commands.
  • PHYSICAL DEMANDS: Work is sedentary in nature. Some walking, standing and carrying of light objects may occur in the normal workday. No special physical effort is required to perform the work.
  • WORK ENVIRONMENT: Work is primarily performed in an office like setting involving everyday risks or discomforts, which require normal safety precautions typical of an office environment. The work area is adequately lighted, heated, and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and IOR Equipment Services Series, 1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This is a Maintenance Workforce Development Program (MWDP) Position. This position is a developmental (GS-07 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. To retain salary, trainee must sign a formalized training plan. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Employee selected for this formal trainee position will be excluded from consideration for other positions up to and including the target grade level of their formalized training position. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes with help guidance and assistance, I have worked as a school mechanic or maintenance worker, sales of service engineer, or planner or estimator in a technical group dealing with manufacturer, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare part requirements; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair, or production operation to determine the methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Have 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, techniques, and methods of assigned specializations and functions. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment listed on the equipment list. Knowledge of policies and procedures for maintaining equipment. Knowledge and skill in using automated databases for equipment management determinations. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and uses of automated supply systems and their databases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
