The primary purpose of this position is to serve as an Air Force Working Capital Fund financial specialist within an Air Logistics Complex performing various financial management, budget, and analysis functions in support of Depot Maintenance mission, goals, and objectives.
Duties
Performs various financial management/budget functions for the development of operation targets, sales rates and prices, budgets, and exhibits and in support of the execution of funds, capital investments, measurement of financial and/or program performance and provides management advisory services.
Uses automated financial management systems and computer-generated products in accomplishing financial and/or program management assignments.
Provides advisory services regarding proper methods, techniques, and factors for decision support.
Identifies and recommends improvements to complex processes in the areas of expense, capital investment and commodity budget development, workload and resource projections, equipment life cycle management and execution analysis.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-8, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes applying financial principles, theories, and budgetary techniques, performing budget formulations and analytical methods; researching data involving obligations, expenses, and quantitative budgetary data; reviewing budgetary adjustments and trend analysis reports; participates in interpreting budgetary policies and negotiations, utilizing computer software and programs to conduct budget reports and schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, processes and Depot
Maintenance Financial systems related to the aspects of capital and operating budget preparation and execution of cost,
revenue and production, and management of assets.
2. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD
Working Capital Funds (WCF).
3. Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology,
and guidance documents. Working knowledge of the organic CSAG-M functions, to include financial and production
related operations, policy and procedures and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analyses required to maintain a solvent CSAG-M fund.
4. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and
productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work
processes and skills associated with depot maintenance.
5. Knowledge of communication techniques, principles, and regulations and the ability to communicate effectively, both
orally and in writing, in responding to work related problems and questions dealing with team members, using activities,
other organizations.
6. Knowledge of business, financial, and management principles and practices common to the administration of
government organizations such as how to interpret financial reports, balance sheets, income statements, etc. in the analysis
of organization's financial status, trends and results.
7. Skill to plan, organize, and conduct information gathering and to work with management to accept and implement
recommendations for improvements involving resources, investments, projects, production, workload, and/or financial
issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
