If more than 5 pages are submitted, only the first 5 pages will be reviewed to determine your eligibility/qualifications About the Position: The mission of the Corpus Christi Army Depot is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. Corpus Christi Army Depot (CCAD) is the Army's Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance.

Duties

Position the aircraft with extreme precision in order to sense, record, and evaluate the accuracy, adequacy, and reliability of air navigation aids. Perform standard maintenance test assignments to determine whether the aircraft systems are functioning correctly, and to verify that predetermined flight and performance characteristics have been restored. Conduct comprehensive preflight inspections along with records checks as required, to determine readiness for flight. Perform maximum engine performance checks of new repaired or modified engines and verify aircraft systems (electronic, weapon, navigation etc).

Requirements

  • Incumbent must obtain and maintain a SECRET security clearance.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position

  • For flight test pilots, the minimum flight hour requirements shown for grades GS-11 and above are increased as follows: Total Flight Time - 1750 and Pilot-In-Command - 1150.
  • This position requires Rated Crewmember duties In Accordance With (IAW) regulatory guidelines when required. Shall complete an Annual Proficiency and Readiness Test, (APART), IAW TC 3-4.11 within a prescribed period of time.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • This is a helicopter pilot position, therefore requires possession of the appropriate Federal Aviation Administration (FAA) pilot certificates or current Commercial Pilot Certificate or the appropriate military pilot rating.
  • This position requires a graduate of an Army Maintenance Test Pilot Course or civilian equivalent.
  • This position requires a current first, second-class medical certificate, or military equivalent in accordance with FAA regulations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, resumes will be reviewed for experience which provided: Conducting flight testing on H60 Blackhawk L or M-Models; Administering periodic evaluation check rides as a Maintenance Evaluator (ME), Instructor Pilot (IP), or Instrument Examiner (IE) to rated aviators to evaluate aviators in techniques, knowledge, and understanding of required material covered in various phases of Flight activities AND Maintaining compliance with safety regulations during aircraft inspections. -Failure to meet this specialized experience will result in an ineligible rating. Minimum Eligibility Requirements: A current Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings and possess the knowledge and skills required for the position. NOTE: You must submit documentation to provide proof of certification and/or rating, such as a copy of your commercial pilot certificate or Airline Transport Pilot Certificate. AND Certification and Ratings: For all grade levels and specializations, candidates must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the intent of the requirement. If an agency decides, for example, not to accept the military rating, the rationale for the decision should be based upon the requirements of the position and should be thoroughly described in agency operating material. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate. Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility. Minimum Flight Hour Requirements The following flight hour requirements apply to all applicants: 1. Total Flight Time - Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For in-service placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided:- They hold the certificates and ratings required;- They have acquired the pilot in-command hours and flight hours in other categories essential to performance of the work;- They meet the requirements in terms of level and quality of experience; and- Their flying history indicates they are qualified for the position. 2. Pilot-In-Command -- Only flight hours acquired as pilot-in-command are creditable. 3. Night Flying -- For inservice placement actions at the GS-11 level and above, 25 hours may be waived if the candidate demonstrates the ability to perform the work. 4. Flying Time, Last 12 Months -- Required only for positions that involve flying. The flight hours specified apply to competitive appointments. For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft. At least 100 hours flight time required for this position. 1. Heavy Helicopter - Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted. 2. Instrument - At the GS-11 level and above, at least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time, e.g., hood instrument. 1. Total Flight Time 1750 hours 2. Pilot-In-Command 1150 hours 3. Night Flying 75 hours 4. Flying Time, Last 12 months 100 hours 5. Heavy Helicopter 500 hours 6. Instrument 75 hours Additional Requirements For Flight Test Pilot Positions Flight test positions also require completion of a flight test course such as a military flight test school or the FAA flight test pilot course, or at least 1 year of experience either flight testing aircraft for engineering approval (civilian or military) or analyzing aircraft performance data. Medical Requirements At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement.
