This position is located in the Overton Brooks VA Medical Center, Facilities Management, Maintenance and Operations Section and serves as the Maintenance and Operations Supervisor responsible for all in-house construction projects and overall maintenance and operations program.

Duties

Serve as advisor to the Chief, Engineering Service with delegated authority and responsibility for the day-to-day operational elements of the Engineering Service Technical authority on advanced concepts, principles, and practices of Maintenance and Operations Engineering, general principles of other related programs such as Construction and Energy Oversee all aspects of maintenance, repair and facility operations Responsible for all activities to include policy development and implementation related to boiler and chiller programs Provides for the overall supervision of subordinate staff positions Government Purchase Card approving official Retain and maintain Contracting Officer's Representative (COR) Level II Certification or equivalent Work Schedule: Monday - Friday, 7:00 am - 3:30 pm, subject to change based on the needs of the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Education: Undergraduate and graduate education in a major field of study in engineering, industrial arts, property management, or business administration. OR Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition, must also meet the below specialized experience. NOTE: This experience must be supported by your resume to be creditable. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Managing facility maintenance and repair projects; 2) Overseeing the inspection of building and facility components for deficiencies, and identifying or recommending corrective action; 3) Monitoring building maintenance and repair contracts; 4) Providing technical guidance on electrical, mechanical, heating-ventilation and air-conditioning (HVAC) systems; and 5) Assigning work to subordinates based on priorities and complexity of work. NOTE: Experience must be supported by your resume to be creditable. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent primarily works indoors. The work is primarily sedentary, although some physical effort will be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, 'and libraries. The work area is adequately lighted, heated, and ventilated. However, frequent visits to interior and exterior sites are required where the incumbent is exposed to physical and environmental hazards such as falling objects, tripping and falling, electric shock, burns, dust debris, noise and chemical exposure. Incumbent must have knowledge of proper safety regulation and proper safety equipment use.
