About the Position: Serves as Maintenance Control Technician and Contracting Officer Representative (COR) for District Operating Projects. As Project Systems Administrator, the incumbent is assigned primary responsibility for the ongoing maintenance, control and administration of a comprehensive preventive maintenance control program and automated data system.
Duties
Update equipment profiles, history, maintenance schedule, and related maintenance procedures and requirements for separate pieces of equipment and/or facility features from the time of purchase until retired or replaced.
Participate in meetings to determine when successive phases of work should be scheduled. Scheduled in-house tasks are coordinated with contractor requirements to maximize contracted work.
Utilize the control system to issue and schedule routine and cyclic maintenance, repair and replacement of all equipment, machinery, etc.
Serve as technical advisor to the OPMs and Maintenance Supervisors on functions and data contained in the automated maintenance systems.
Serve as Project Advisor and Systems Administrator on the functions and features of computer hardware/software, FEM/MAXIMO system, and other related data maintenance matters.
Develop, negotiate and administer construction and supply/service delivery order contracts and purchases.
Monitors contractor performance for compliance with terms and conditions of the contract.
Performs office engineering and contract surveillance for projects.
Responsible for accounting data and status changes on all work orders for work to be performed on projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment Financial Disclosure OGE Form 450 upon entry and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires you to obtain and maintain a Contracting Officer Level 2 Certification.

Specialized Experience: One year of specialized experience which includes experience developing, negotiating and administering construction and supply/service delivery order contracts and purchases; experience planning the maintenance, repair or replacement of operating electrical and mechanical units. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Project Management, Facilities Maintenance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????08).
