The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Child and Youth (CY) Services Flight activities assigned to the Force Support Squadron. Provides focus and direction for support services contributing to the mission readiness, resilience and well-being of the military force and family members.

Duties

Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, and bullet background papers. Ensures awareness of off-installation resources and subsidized programs when CY programs cannot accommodate current needs or unique individual situations. Plans, organizes, and oversees the activities of the Child and Youth (CY) Services Flight Directs, coordinates, and oversees work through subordinate supervisors/leads. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.

Qualifications

General Experience: Requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions under General Education and Training Series 1701. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Specialized Experience: Must have at least 1 year of specialized experience at the next lower grade or broadband (NH-02), providing focus and direction for support services contributing to the mission readiness, resilience and well-being of the military force and family members. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Knowledge of human resources and force management principles, concepts, laws, rules, and regulations governing military, federal civilian, and/or non-appropriated fund personnel management. 2. Knowledge of organizational principles, practices, and requirements, substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes; and analytical and evaluative methods and techniques. 3. Knowledge of financial, budget, resource management practices and principles. 4. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent. 5. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and/or leads. 7. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A Bachelor's degree from an accredited college in the field of child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to include education, social work and psychology in addition to nine credit hours in leadership, management and/or administration. NOTE: You must submit copies of your transcripts.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
