This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Industrial Base & Major Range & Test Facilities Base to recruit & appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Auditor (Performance) agent of the commander of Crane Army Ammunition Activity (CAAA).

Duties

Acts as liaison between auditors, audit agencies, higher headquarters, and the Activity to ensure information is disseminated to the appropriate work areas. Recommends local policies and procedures for ensuring regulatory compliance is met. Participates in the administration of the Internal Control Program to identify, prevent, or eliminate problem areas within the munitions center and recommends courses of action to leadership. Conducts, schedules, and organizes local audits, as directed from internal review auditors, providing direction and guidance to local teams in order to prepare for inspections. Coordinates with local personnel to be available to answer questions or provide additional information during the scheduled review.

  • Position may require occasional temporary duty (TDY) business travel.
  • This is a Finacial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,
  • Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all
  • Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time (24 Months) may subject the incumbent to adverse action.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Performance Auditors: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing, e.g., 15 semester hours. In addition to meeting the Basic Requirements above, you must also meet the Specialized Experience requirements listed below. Specialized Experience: One year of specialized experience which includes 1) participating in the monitoring of operational, financial, and/or program management activities to identify problem areas; 2) gathering financial and/or operational information to assist in the preparation of audits; and 3) evaluating audit findings to assist with developing and recommending corrective actions. This definition of specialized experience is typical of work performed at the next lower pay band (NH-02)/grade level position in the federal service.

Education
