About the Position:
This is a Direct Hire Solicitation.
This position is located at Tripler Army Medical Center in Honolulu, Hawaii.
Salary negotiation may be available for those candidates who are new to Federal service.
Federal employees in Hawaii are currently entitled to receive a 8.9% COLA rate Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change. A locality rate of 21.79% has been authorized for Hawaii.
Duties
Provide comprehensive nursing care to hospitalized patients on the medical-surgical inpatient wards.
Collaborate with members of the interdisciplinary team to assess and revise the medical and nursing plan of care.
Document nursing care and actions in the electronic and/or paper medical records.
Prepare patient/family for medical, surgical and/or diagnostic procedures performed at the bedside and/or within a specialty area within the hospital.
Assess, monitor, and evaluate prescribed medical devices and equipment.
Orient and train new newly assigned personnel to the inpatient unit about current and newly implemented practice guidelines, processes and procedure.
Provide health teaching and discharge planning.
Perform administrative charge nurse responsibilities while providing primary nursing care to an appropriate number of patients.
Monitor and oversees nursing staff performance to assure work is accomplished timely.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- A pre-placement medical examination is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
- Applicants must be able to fulfill non-privileged professional credential requirements.
- This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- This position may include shift work (evenings, weekends, holidays).
- Moderate to heavy lifting up to 50 pounds is required.
- This position is designated as emergency, mission, key, and weather essential.

Basic Requirement for Nurse (Clinical/Medical-Surgical):
Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Qualification Requirements:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Education and Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-10 grade level or above) which includes providing comprehensive nursing care to medical or surgical patients, administering medications, and overseeing nursing staff.
OR
Education Substitution: Successful completion of two and a half years of progressively higher level graduate education leading towards a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
