The primary purpose of this position is to serve as the single point of contact to receive, verify and input all requests for maintenance, repair and construction of Robins AFB Real Property; to assure proper tracking or work within the 78th Civil Engineer Group. Running database reports and processing them.
Duties
Coordinates in-house and contract Work Tasks (WT) with engineering design, environmental planning, contract planning, safety, fire protection and resources. Performs customer service functions.
Utilizes the TRIRIGA / NexGen IT automated database to establish WT numbers for all incoming Civil Engineer (CE) SRs (Service Requests).
Analyzes and monitors various programming and scheduling reports and all documents including the weekly WT backlog, monitors labor trends and compliance with programs.
Operates the Emergency Service Call function and Group Unit Control Center (UCC). Identifies the different types of skilled craftsmen required to respond to the emergency situation and immediately dispatches the craftsmen to alleviate the emergency condition.
Maintains base FM (Facility Managers) Program. Ensures each facility has a Primary and Alternate FM appointed by signed letter from their organization commander or director.

- This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
- A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the
capability of the parent Federal Agency to function effectively.
- Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as “Key” positions who do not agree to this condition shall not be extended an offer of employment.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

- Must have and maintain a valid driver's license.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to Equipment Facilities and Services Assistant; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to Equipment Facilities and Services Assistant; possesses the technical competencies to perform functional position requirements in Equipment Facilities and Services Assistant; prepares and/or executes programs, policies, procedures and activities in Equipment Facilities and Services Assistant; In depth practical knowledge applicable to a wide range of CE functions, crafts, and trade specialties, and the procedures associated with scheduling, planning and review of in-house maintenance and repair programs at the local level; Ability to perform calculations using manual and automated methods to determine cost of projects, actual labor, or other costs incurred, etc..NOTE: In-service applicants can qualify with at least 1 year of specialized experience at either the next lower level (GS-06) or the second lower level (GS-05). However, for outside applicants (i.e., those without current or prior Federal competitive or excepted service), 1 year of specialized experience equivalent to at least the next lower level is required (GS-06).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: In-service applicants can qualify with at least 1 year of specialized experience at either the next lower level (GS-06) or the second lower level (GS-05).
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of Civil Engineering functions, applicable directives, and procedures relative 10 the Civil Engineering programming process.
2. Knowledge of facility maintenance control methods, PM and procedures as they pertain to the work order process.
3. Knowledge of the functions of production control and the references and techniques for developing control data.
4. Ability to use relevant software programs such as the NexGen IT to create and maintain data bases, spread sheets, construction plans, and related documents.
5. Ability to read and interpret plans, specifications, blueprints, drawings, and sketches.
6. Ability to independently plan, coordinate and organize work requests into complete projects.
7. Ability to communicate effectively, both orally and in writing; and to establish and maintain good working relationships with co-workers and customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
