Duty Location: Shasta, California
Duties
-Prepares, coordinates, and oversees all aspects in the development, evaluation, preparation, and approval of environmental documents including the National Environmental Compliance Act (NEPA) and Endangered Species Act (ESA) documents, resource management plans and projects, and associated environmental and scientific resource investigation, analysis, documents and permitting.
-Serves as the Contracting Officer's Representative (COR) for contracts pertaining to the preparation of environmental documents or scientific investigations.
-Develops or reviews plans of study, work statements, cost estimates and schedules to ensure the timely completion of work objectives and monitor progress of projects.
-Assembles, coordinates, and/or oversees interdisciplinary teams of resource specialist in the preparation and processing of scientific investigations, environmental compliance documentation, and conservation activities as well as required monitoring.
-Provides expertise, advice, and guidance to identify and resolve environmental conditions and issues, including alternatives, mitigations, and environmental commitments.
-Conducts meetings and interacts with public interest groups, water districts, individuals, Tribal organizations, and Federal, State, and local governments regarding all aspects of preparing and processing environmental documents.
-Determines the need for and obtains required environmental permits for the scientific investigations, environmental compliance documentation.
-Ensures compliance with relevant environmental laws, regulations, policies (such as: the NEPA, ESA, National Historic Preservation Act) and best available science.
-Reviews, conducts, prepares, and evaluates scientific investigations, engineering information, environmental compliance documentation, and conservation activities to evaluate the effects of data relationships and interactions and serve as the basis for resource management decisions.
-Determines the requirements for environmental and conservation activities. explores and assesses additional information, and the scientific studies necessary for the evaluation and development of a project plan.
-Keeps supervisor informed concerning determinations and decisions made and the overall status and progress of professional and scientific studies and resource management projects, fund expenditures and related budget matters, public involvement activities, environmental matters,
other agency coordination, and report and environmental statement status. Submits recommended scientific project plans to the supervisor, identifying problems and interpreting the factors affecting such proposals.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience conducting scientific studies of land management and natural resources program including performing specified portions or minor phases of environmental or biological investigation, environmental planning, land use planning and natural resources coordination and documentation.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience preparing portions of environmental documents to meet the requirements of the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA) and other environmental laws and regulations; preparing small, routine studies or portions of large, complex studies concerned with the protection, preservation and enhancement of environmental resources.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience preparing environmental documents to meet the requirements of the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA) and other environmental las and regulations; preparing moderately difficult and complex studies or portions of large, complex studies concerned with the protection, preservation and enhancement of environmental resources; collecting environmental and biological data and preparing findings and recommendations; applying biological facts, principles, methods, and techniques to develop convention plans and/or studies. These examples are not all inclusive.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience preparing environmental documents to meet the requirements of National Environmental Policy Act (NEPA), Endangered Species Act (ESA) and other environmental laws and regulations; evaluating the impact of proposed projects and other activities that may result in potential effects on environmental resources; and determining, establishing, and applying biological facts, principles, methods, techniques, and procedures to the evaluation of effects on and/or management of environmental resources, or within existing or planned facilities and systems related to water resources management. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Education
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
