This position is located in the Washington Headquarters Services, Financial Management Directorate, Funds Control and Resource Management Division. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.

Duties

Serves as the primary budget analyst responsible for management of the WHS/OSD training program. Utilizes and manages purchase card required to submit payment for training events. Coordinates with budget analysts from various organizations to ensure availability of funding prior to making GPC purchases. Coordinates with DAI helpdesk to ensure purchase card data is loaded to the accounting system and is ready for use. Responsible for liaising with the WHS Purchase Card Program Office regarding purchase card related issues. Responsible for monthly reconciliation of the purchase card statement. Collects, reviews and compiles substantiating documentation for purchase card reconciliation. Processes funding requests in accordance with fiscal law ensuring the validity of transactions for time, purpose, and amount; and as such, provides the organization with knowledge of the principles of appropriations law, DoD Financial Management Regulations, and DoD financial terminology. Prepares various budget execution reports for OSD and WHS used to monitor execution of allocated funding.

Qualifications

You may qualify at the GS-05 level, if you fulfill the following qualification requirement: Three years of general experience - one of which equivalent to the GS-04 grade level in the Federal service (experience may have been gained in the private sector) OR Education: A four-year course of study leading to a bachelor's degree in relevant areas of study (e.g. Accounting, Business, etc.). Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: Applying general knowledge research and analysis. OR Education: One full year of graduate-level education of superior academic achievement through a four-year course of study leading to a bachelor's degree in relevant areas or study (e.g. Accounting, Business, etc.). Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: researching and analyzing options to recommend to other employees. OR Education: A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education in relevant areas of study (e.g. Accounting, Business, etc.). Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-09) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: researching decisional alternatives, isolating options for management consideration, making decisions, and/or recommending best approaches to more senior employees. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in relevant areas of study (e.g. Accounting, Business, etc.). OR Have some specialized or general experience as described in A but less than one year, and have more than two years but less than three years of graduate education as described in B. Compute the percentage of the requirements met. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
