You will serve as a Financial Management Specialist in the Finance Division of the Office of the Chief Financial Officer ensuring services reflect the highest levels of customer service and financial integrity. You will effectively communicate with management, peers, resource analysts, and internal/external stakeholders and conduct financial data analysis, validation, reconciliation, processing, and reporting using Systems, Applications, and Product (SAP) and other business systems.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Evaluates and reports on financial data relating to the organization's operations and performs special and complex assignments or projects to identify underlying issues. Provides guidance and support on issues pertaining to financial systems, cost, travel, and labor processing. Responds to concerns regarding compliance with Federal Regulations, policies, and procedures while maintaining good customer service. Monitors and reviews business processes and system data flows with a focus on internal controls to identify problem areas and determine actions required to improve operating effectiveness. Analyzes, prepares, and provides responses to leadership for ad hoc requests such as NASA financial audit samples or other requested financial information for stakeholders. Identifies and proposes new strategies, procedures, processes, and system enhancements, which will furnish timely data for management decision making. Supports and provides guidance for financial project management and change management initiatives including implementation of new processes and system enhancements after approval by leadership. Maintains electronic financial records and reporting solutions using Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-09 level, you must have: a) One year of directly related specialized experience equivalent to the GS-07 level: Assisting with financial management or operational accounting processes (e.g., financial systems support, procurements, audits, processing payments or other financial transactions) in a team environment; Assisting in collecting financial data to analyze, reconcile, or resolve financial discrepancies; Responding to inquiries verbally or in writing involving financial related processes. OR b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field OR c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field OR d) LL. B or J.D, if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Performing financial management tasks (e.g., systems operations, travel operations, labor accounting or financial project management functions) while working with stakeholders to ensure adherence to laws, regulations, policies, and procedures; Reviewing internal processes and procedures to identify improvements that promote efficiencies; Entering and analyzing financial information in software solutions such as Microsoft Office Suite, Microsoft Power Platform, SharePoint or similar platforms. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Performing accounting, financial management, or travel related tasks within integrated financial management, labor systems or travel systems to provide customer service to stakeholders while ensuring adherence to applicable financial management laws, regulations, and policies; Implementingproject, process or change management initiatives with positive results; Conducting financial reporting in software solutions such as Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms.
