This Environmental Protection Specialist positions is located in Fire Island National Seashore. The primary purpose of the position is to serve as the park's principal environmental coordinator.

Duties

Ensure that all environmental quality matters are fully considered; local, state, and Federal regulatory requirements are identified and adhered to; and that a compliance program is developed and implemented. Coordinate, prepare, and assist in the writing of environmental documentation for planning, construction and other projects as assigned. Organize and manage the planning, environmental review, and public involvement process for assigned projects as an interdisciplinary team leader and member. Analyze, organize, display data, and recommend alternative solutions in a clearly rationalized in logical format. Determine compliance pathways for a wide variety of planning efforts and projects including categorical exclusions (CE), environmental assessments (EA), and environmental impacts statements (EIS). Duties will be developmental in nature when filled below the full performance level (FPL GS-11).

To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE FOR GS-9: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting in the preparation, internal review, public involvement and review process for environmental compliance which includes reporting findings and making recommendations related to environmental cleanup and conditions; determining and preparing environmental analysis; reviewing documents and analyzing facts for compliance relating to natural and/or cultural resources; reviewing and monitoring environmental cleanup actions for compliance with Federal, state and local laws, regulations and policies. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's degree or equivalent graduate degree OR two full years of graduate level education leading to a master's degree with a major in one of the following fields: ecology, biology, physics, chemistry, environmental engineering, natural resources and conservation, geography and geology; or master's or equivalent graduate degree (36 semester hours, 54 quarter hours or equivalent) OR hold LL.B. or J.D in a related field. You must include your college transcript(s). -OR- Successful completion of a combination of specialized experience and more than one year of graduate education when combined together meets 100% of the total. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. You must include transcripts. EXPERIENCE FOR GS-11: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a compliance program and performing duties such as: planning and providing professional guidance for environmental compliance and program support related to natural, cultural, recreational resources, land use, land protection issues, public enjoyment and education; overseeing and coordinating the National Environmental Policy Act (NEPA) and/or National Historic Preservation Act (NHPA) components of project actions; providing oversight, guidance and direction related to environmental and cultural resources laws, regulations and directives designed to protect nationally significant resources . You must include hours per week worked. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher-level graduate education leading to such a degree 54 semester hours, 81 quarter hours or equivalent) -OR- LL.M., if related. Qualifying education/degrees may include environmental science, environmental engineering, ecology, biology, chemistry, geography, geology and natural resource conservation. You must include transcripts. -OR- Successful completion of a combination of specialized experience and more than 2 years of graduate education as described in B when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. For GS positions, to be considered for promotion, you must provide SF-50(s) that shows you held the next lower GS grade for at least one year. SF-50s that have an effective date within the past year (e.g., General Adjustment SF-50 from this year) do not clearly show that you meet the one-year time-in-grade requirement. That means if you submit an SF-50 dated within the last year, you must submit another SF-50 that is dated more than one year ago to clearly demonstrate you meet the time-in-grade requirements. SF-50's showing a Within Rate/Grade Increase (WRI/WGI) action can also be used to clearly show that you meet the one-year time-in-grade requirement. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
