The Lead Purchasing Agent is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Eastern Colorado Health Care System (ECHCS), Rocky Mountain Regional VA Medical Center (RMRVAMC) in the Prosthetic and Sensory Aids Service (PSAS). The primary purpose of the Lead Purchasing Agent is to perform direct medical supply purchasing and inventory management support to the administrative and clinical services of the VA.
Duties
Major duties include but are not limited to:
Leads three or more Purchasing Agents performing work at the GS-7 level, serving as first respondent to any staff concerns related to procurement, purchase orders, working independently to resolve those issues, only escalating unresolvable issues to the supervisor;
Facilitates, coordinates, coaches, and problem solve with team, enabling the Purchasing Agent team to deliver improved quality, quantity, and timely services to customers;
Monitors working conditions to ensure work environment is safe;
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services;
Lead the team in identifying, distributing, and balancing workload and tasks among employees in
accordance with established workflow, skill level, and/or occupational specialization;
Train or arrange for the training of team members in methods and techniques of team
building and working in teams to accomplish tasks or projects and provide or arrange for
specific administrative or technical training necessary for accomplishment of individual
and team tasks.
Monitor and report on the status and progress of work, checking on work in progress, and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities
among team members.
Maintain program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures, and written instructions from the supervisor;
Represent the team in dealings with the supervisor or manager for the purpose of
obtaining resources
Performs technical level purchasing, adhering to the Federal Acquisition Regulation (FAR), Veteran Affairs Acquisition Regulation (VAAR), Veterans Health Administration (VHA), and PSAS directives and handbooks, Veterans Integrated Service Network (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
Obtains all necessary procurement information to successfully submit acquisition plans and procurement packages for stock and Veteran specific needs to the Network Contracting Office (NCO) and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System (eCMS)/ Forecast of Opportunities and Requirements Center of Excellence (FORCE).
All other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization; advising team members on work methods, practices, and procedures; serving as first respondent for departmental concerns and independently resolving them; performing technical level purchasing after obtaining all necessary information to submit an acquisition plans and procurement package; Independently utilizes PSAS reporting tools to monitor and track PSAS open purchase card orders, to ensure timely service is provided to Veterans; communicates to the team all actionable items; and train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects.

Physical Requirements: Work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying,
retrieving, and managing inventory. Prolonged periods of working at a computer terminal
is required. Ability to retrieve equipment from a storage room is required. Climbing
associated with stocking of equipment and other items in storage areas is necessary.
Incumbent may carry/lift items weighing up to twenty-five (25) pounds. Normal safety
precautions are adequate. The work involves moderate discomfort when visiting sites
away from the office. At times, the employee may be required to wear protective clothing
when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. There may be
frequent walks between the main medical center and other parts of Prosthetics to conduct
professional duties.
