In this position, you will actively participate in and contribute to the overall Office of the Assistant Secretary for Administration and Management (OASAM) operations acting as a liaison and consultant between the various centers within OASAM and OASAM leadership. The specific areas of expertise vary and will be reflected in the performance plan on the individual(s) appointed to the position.
This position is Outside the bargaining unit.
Duties
The incumbent serves in a developmental capacity at the GS-12 level. Key functions will be similar to those described below for the GS-13 level. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the incumbent until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills, and abilities necessary to accomplish work at the full performance level.
Major duties for this position include but are not limited to:
Develops organizational performance metrics and milestones for annual planning based on agency priorities and customer feedback.
Compiles and reviews organizational performance metric and milestone results on a quarterly basis to evaluate why metrics and milestones are meeting or not meeting targets/timelines.
Develops quarterly organizational performance metric reports and data visualizations for executive audiences.
Conducts organizational budget formulation activities informed by analysis of performance data and strategic priorities.
Performs maintenance and updates of data collection/ calculation tools and troubleshoots reporting and data integrity issues.
Provides project management support for organizational planning, performance management, and budget deliverables.
Drafts organizational planning, performance management, and budget documents, such as agency management plans, annual performance reports, agency priority goals, strategic plans, and budget justifications.
Drafts organizational planning and budget documents, summaries, and presentations for executive audiences.
Orally presents organizational planning, performance, and budget information to executive audiences.
Implements new or improved processes for the performance management, strategic planning, and budget planning activities.
Produces accurate work products while adapting to changing priorities.
Develops and maintains contact with a wide range of internal and external stakeholders to produce deliverables.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for the Operations Specialist position, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For GS-12: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Examples of qualifying specialized experience for GS-12 includes:
Performing quantitative and qualitative data analysis to evaluate programs and policies
Designing data visualizations and written summaries to capture key takeaways from data analysis
Preparing draft reports/ documents
Synthesizes and summarizes program information for an executive audience via written and oral communication
Developing, revising, and implementing project plans.
For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Examples of qualifying specialized experience for GS-13 includes:
Performing quantitative and qualitative data analysis to evaluate programs and policies
Designing data visualizations and written summaries to capture key takeaways from data analysis for an executive audience
Preparing and coordinating draft reports/ documents with inputs from various stakeholders
Synthesizes and summarizes program information for an executive audience via written and oral communication
Developing, revising, coordinating, and implementing project plans involving various stakeholder groups.
Education
There is no substitution of education for experience at the GS-12/13 level for this position.
