About the Position: This is a Natural Resources Specialist GS-0401-11 position with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Operations Division, Three Rivers Regional Office located in Clifton, TX.
Duties
Develop and/or administer various service contracts and assist the contracting officer with oversight of contracts such as, mowing, refuse collection, facility clean up, gate attendants and custodians, janitorial, and vegetative management.
Serve as a staff specialist for the Project Office, who is responsible for several multiple purpose lake offices with several hundred miles of shoreline.
Oversee the conservation, preservation, restoration and use of the project's natural resources.
Consult with and advise other team members regarding their role in the conservation of natural resources.
Resolve conflicts in potential use and current demands through redirection of resource use and management.
Develop and/or administer the agricultural out-lease program designed to protect and further enhance fish, wildlife, vegetative and water resources.
Provide assistance to the lake office staff in planning and/or operation of the recreation program and facilities, which may include such facilities as: campsites, picnic sites, boat launching ramps, group camping areas, etc.
Maintain proficiency regarding all applicable federal, state, and local recreation and natural resource laws, regulations, and policies that impact project operations at lake projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a mandatory drug testing designated position. This position requires the completion of a pre-employment and random drug testing.
- Must obtain and maintain a Motorboat Operator's License.

Basic Requirement for Natural Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes performing at least two of the following three duties:
(1) Managing programs related to natural resources, recreation, park, or shoreline management; OR (2) Preparing or implementing plans related to recreation/park management; OR (3) Conducting staff training.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
