This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent is responsible independently planning work and developing procedures for assembling cost estimates. Estimates are considered in most instances as authoritative and final subject to a general review and compliance with policies and procedures.
Duties
Develops detailed cost estimates from construction contractors viewpoint requiring a careful analysis and comprehensive evaluation of numerous factors with differing and complicating circumstances.
Provides detailed instructions, procedures, format, and guidance to Architectural- Engineering (A-E) cost consultant firms for preparation of estimate including survey method for presentation of costs.
Accepts, rejects or reviews A-E estimates and rates their performance.
From final plans and specifications prepares engineering cost estimates for bidding/proposal purposes.
Reviews contractor protests and defends government estimate as required.
Coordinates cost estimating work with other technical sections, engineering branches, Constructions Division, Real Estate, Contracting Division and Office of Counsel.
From brief statements, design memoranda or rough sketches of proposed project/concept prepares preliminary estimates of costs to determine feasibility of project or for funding or budgetary purposes.
Provides cost information assistance to Construction Division in change order negotiations with contractor and may act as an expert in cost estimation for the Office Of Counsel in claims court.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Preparing cost estimates for contract awards as they pertain to vertical and/or horizontal construction projects; OR 2) Reviewing cost estimates prepared by Architect-Engineers (A-E) to meet engineering design project requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
