About the Position: Serves as a Safety and Occupational Health Specialist, and the primary advisor to the Safety and Occupational Health Office (SOHO) Manager for planning, developing, and directing the District's overall safety and occupational health program. This position will allow for situational telework only. This position is NOT eligible for Full-time telework.

Duties

Monitors formal certification training in CPR, first aid, defensive driving and specialized safety instruction for various levels of Corps management. Advises management and operating officials on preservation measures and assists in the formulation and preparation of safety and occupational health program policy statements, quality management systems, standards, guides and similar materials. Assists the Manager to plan and manage a comprehensive safety and occupational health program to eliminate or control risk of injury. Provides safety and occupational health expertise and initiates studies relative to development of safe work procedures and controls for construction and maintenance activities. Interprets regulations, provides advice, and prepares written procedures for implementation of safety and occupational health prevention activities. Inspects civil works projects, locks and dams, civil works construction sites, storage and material handling operation, floating plant facilities, shop machinery and related mechanical processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A pre-employment physical is required; and, additional follow-up physical exams are required every two (2) years.
  • Must have or be able to obtain and maintain a valid government Driver’s .
  • Required to observe established safe working procedures; and, wear mandatory appropriate protective clothing and/or equipment provided to minimize or eliminate hazardous conditions.
  • This is a Career Program 12 position; required to complete Level One Certification skills related training within 18 months of appointment.
  • This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
  • A Mission Essential employee is required to report for, or remain at work in emergency situations; dismissal or closure announcements do not apply to him/her unless his/her supervisor instructs otherwise.

Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes assisting with safety or occupational health program in recognition, evaluation, and/or control of hazards; preparing written reports of surveys that include the degree of risk and/or corrective measures to be taken; and develops and presents courses of instruction that pertain to the principles and methods of accident prevention. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection and Program ManagementInterpersonal SkillsSafety and Health Training and EducationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
