Duties
This Program Analyst position is located in the Transportation Security Operations Center, Flight Operations Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as COR on Major LE/FAMS contracts by providing contract/contractor oversight; program/project risk management; briefing internal and monitoring for assigned contracts; and OMB Reporting.
Works in collaboration with other CORs to ensure alignment between acquisition strategies, cost estimates and contracting outcomes.
Makes recommendations for acquisitions strategies and assists in developing recommendations for an overarching procurement strategy that aligns with TSA and LE/FAMS strategic visions.
Conducts vetting compliance reviews to determine the effective and efficient use of resources such as determining the need for standard operating procedures as well as the need for cross functional policies to address gaps in project and/or program initiatives.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, s kills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Servicing as a Contracting Officer's Representative (COR) or performing COR related work providing recommendations on contract processes; and
Applying Federal Acquisition Regulations (FAR), guidelines and principles to develop acquisition strategies; and
Drafting contracts related documents and/or reports to ensure contract compliance; and
Advising and /or briefing senior leadership in regard to contracting and acquisitions (e.g., acquisition policy, evaluation methods, contracting oversight).
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, s kills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You will receive credit for all qualifying experience, including volunteer experience.
