THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY), T5877000(GS-09), T5861000(GS-07) and is part of the Oregon National Guard 173rd Fighter Wing, National Guard.
Duties
As a HR SPEC (INFORMATION SYSTEMS/MILITARY), GS-0201-7/9, this position is located at the Military Personnel Flight (MPF), Force Support Squadron (FSS), Mission Support Group at an Air National Guard (ANG) flying wing. Serves as the Human Resources Specialist (Information Systems/ Military). Its primary purpose is to plan, organize, administer, and troubleshoot the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions.
MAJOR DUTIES:
1. Provides broad management advisory services. Analyzes and resolves operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures. Responds to inquiries from all base-level personnel system managers. Provides direction and gives advice to section chiefs and representatives of serviced organizations on methods to approach to systems related discrepancies discovered through analysis. Monitors corrective actions. Interprets Department of Defense (DoD) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements. Manages, and controls the operation of PDS to include the MilPDS, Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA), Enterprise Output Manager (EOM), and other related systems interfaces. Provides technical support to include system security, user account management, and user access. Provides advisory services to users on the technical aspects of PDS applications, the capabilities available within the systems to assist them in day-to-day operations and their impact on personnel programs. Analyzes and compares data between the military personnel data system and interfacing systems. Analyzes products by comparing and verifying data for mismatched or missing data. Identifies discrepancies, takes corrective actions, and reports to supervisor. Resolves technical problems.

2. Assists in administering Military Personnel Data System training programs for the MPF and other users of the system. Assists in performing formal and informal training on utilization of the Military Personnel Data System, and other related systems to all users. Researches, develops, reviews, and updates training materials to include training outline, lesson plan, and charts. Obtains and arranges classrooms, audiovisual equipment, and on-line computer training aids. Advises managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field. Controls the operation and maintenance of the PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW) and myFSS. 3. Prepares comprehensive human resources management reports. Receives, evaluates, and processes requests and when necessary, develops specialized products to meet unique analytical needs. Develops, establishes, and maintains work function training programs. Plans and schedules tasks and training activities for traditional status guard members. Prepares and provides formal and informal training to PDS users. Provides military personnel advisory services to commanders and staff on all personnel systems programs. Analyze data and subsequent determinations regarding any number of personnel matters which may involve or affect ARTs, AGRs, Traditional Reservists, and/or their family members. Advises supervisors or managers within unit when actions may affect productivity or mission effectiveness. (20 %)
4. Assists with on-the-job training (OJT) for personnel. Develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. (10%)

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless approved in advance by the TAG.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
Qualifications
AREAS OF CONSIDERATION:
Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard
Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)
GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
Must have at least 1-year specialized experience must be equivalent to at least the next lower grade. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
Education
To qualify at the GS-07 grade on education alone, you must meet the following requirements:
1 full year of graduate level education
or
superior academic achievement
or
equivalent graduate degree
To qualify at the GS-09 grade on education alone, you must meet the following requirements:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
