This position serves as a Health System Specialist and Project Leader of Nursing Service Data Warehouse. Develops and provides services system wide data reviews and reports in conjunction with support to the Associate Director of Patient Care Services, Chief Nurses, Unit Nurse Manager, Committees and Workgroups. Assess the productivity, effectiveness and efficiency of the VA program activities and operations. Functions as an advisor and resource to committees requiring expertise of the position.

Duties

Duties include but are not limited to: Analyses and prepares program status reports· for review at all levels. Establishes effective monitoring and validation of practices, workflow, and workload ·transmissions; analyzes problem areas and develops recommendations for improvements. Conducts logistical type studies which are directed at determining the most effective utilization of space, supplies, transportation, storage facilities etc. Analyzes management techniques, processes and styles for improving organizational effectiveness of data management and validation. Establishes mechanisms to respond to. inquiries concerning data, data management, data analysis and related systems or software applications. Builds and creates reports from raw data using ProClarity Analytic software tools, creating graphs, key performance indicators (KPl), data grids and advanced visualizations dashboards from local, and VHA data cubes. Discusses, reviews, coordinates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Ensures the objectives and milestones for data management actions are reviewed, analyzed and reported. Conducts extensive research of data from diverse resources. Develops statistical data from available reports and other sources for the purpose of reviewing, approving, and recommending changes to Service program operations of budgets. Monitors spending plan and submits written requests for supplemental funds, including budget information for Service , VISN, national or congressional hearings. Monthly funds status reports are maintained to provide current funding level to the area Office and maintain funding levels within spending plan. Provides interpretation of guidelines, verification of claims, appropriateness of services, and irregularities in billing information received for the Service. Completes other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Preferred Experience: 1-2 years experience as Health System Specialist. Specialized Experience Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a liaison with clinical and administrative service staff and organizational boundaries to achieve program goals, working closely and collaboratively within the VA and other services. Analyzes management techniques, processes, and styles for improving organizational effectiveness. Developing and providing service/system wide data reviews and reports in conjunction with and in support of the service. Develops and implements an effective data management monitoring and reporting system. Seeking and finding practical solutions-which may be achieves in short or long range planning. Determining the most effective utilization of space, supplies, transportation, storage facilities; etc. Analyzes problem areas and develops recommendations for improvements. Establishes effective monitoring and validation of practices, workflow, and workload transmissions. Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Performs-data analysis, mining, and reporting with Microsoft office Access and Excel, Microsoft's Structured Query Language Server Data Cubes, and ProClarity Analytics Services. Develop status reports or response materials for the manager for higher-level attention, review or signature. Physical Requirements: The work requires periods of intense concentration to coordinate and carry out administrative and logistical support activities for Patient Care Service, a number of which are complex in nature. Occasionally may be required to assist in moving portable tables, chairs, or audio-visual equipment for use-by the Service.
