Duties

Summary: The primary purpose of this position is to assist the Chief, Education and Training in administering the education and training programs, provide technical guidance and assistance to managers and supervisors within unit organizations on all aspects of the program. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. Duties: Assists the Chief, Education and Training in implementation and administration of Air Force policies for the AF Voluntary Education Programs. Administers diversified Air Force testing program. Formal Schools. Assist Chief, Education and Training with requesting and processing Formal School requests. Responsible for overall management OJT program for the wing. Monitors the overall accuracy and reliability of all data entered into and maintained in Military Personnel Data System (MilPDS) and Education and Training Systems. Plans, directs, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs.

  • The incumbent’s regular assignments are Training Technician duties; however, the incumbent may be assigned some non-Training Technician duties, generally not to exceed 30 percent of total responsibilities.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
  • May be required to work other than normal duty hours, which include evenings and weekends.
  • Position requires the incumbent to obtain and retain a SECRET security clearance as designated for this position.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military personnel policies, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers. Knowledge of DoD, AF, and MAJCOM directives, concepts, procedures, guidance, and policies as they relate to the areas of responsibility, as well as knowledge of the installation/command mission and organizations. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness and solve problems relating to training and readiness issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of military personnel policies, Reserve mission, training methods and programs, and Air Force Testing Program, AFCDA, and CLEP/DANTES testing. 2. Knowledge of automated systems, personal computers, and software. 3. Ability to analyze data/products to determine adequacy of training programs. 4. Ability to communicate effectively with diverse groups of individuals, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
