This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Located at Lake City Army Ammunition Plant (LCAAP).

Duties

Responsible for preparing the Government's negotiation position and for pre-award and post-award functions on all cost type contracts and/or modifications for the procurements and production of various types of ammunition, propellants, chemicals. Analyzes bids and proposals to ensure conformance with solicitation. Analyzes and evaluates pricing proposals and cost/pricing structures and direct costs such as material, labor, tooling, and profit. Develops negotiation objectives and prepares negotiation plans. Reviews procurement work directives and procurement data packages for regulatory compliance, clarity, and completeness. Monitors the progress on contracts through conversations, correspondence, reports, and vouchers. Evaluates requests for waivers, engineering change orders/proposals, requests for deviation, schedule adjustments, or price adjustment to determine if they are warranted.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Secret Clearance required.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

Qualifications

The Joint Munitions Command provides the Joint Force with ready, reliable, lethal munitions at the speed of war. JMC's mission is to support the production, storage, distribution, and demilitarization of munitions. This position serves as a Contract Specialist located at the Lake City Army Ammunition Plant, which is a subordinate installation of JMC. Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. ***You must submit a copy of ALL your transcripts with this application package*** Basic Education Requirement for the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position at the GS-12 grade level you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes conducting pre-award and post-award functions of Government or Defense related contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education can not be substituted for experience.
