Duties
Provides technical expertise and assistance on aircraft maintenance, foreign object damage and tool control, aircraft operations and environmental and safety issues.
Monitors the supplier’s quality assurance of their maintenance programs.
Audits all of the supplier’s maintenance programs.
Provides Facility Commander and Government Flight Representatives with policy and procedural guidance regarding contractor aircraft ground operations.
Evaluates ground operations at contractor facility under DCMA contract administration.
Ensures supplier compliance with service directives and DCMA regulations by monitoring and evaluating Supplier’s Procedures, task certifications, and maintenance requirements for all Government-owned aircraft and related support equipment.
Performs scheduled/unscheduled inspections and oversight of critical tasks and monitor supplier’s complex compliance.

Qualifications
To qualify for a Government Ground Representative, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Developing and implementing surveillance plans utilizing scheduled and unscheduled risk assessments.
Evaluating ground operations at contractor facilities and knowledge of policy and procedural guidance regarding aircraft ground operations (e.g. AS9100, NAS 412 Foreign Object Damage/Foreign Object Debris (FOD) Prevention). This includes oversight of contractors during manufacturing, modification, maintenance, overhaul, or inspection, including the operation of aircraft and related support equipment.
Developing reports and correspondence addressing supplier non-conformance and verifies timeliness and adequacy of supplier corrective actions.
Performing scheduled/unscheduled inspections and oversight of aircraft ground operations tasks and monitoring supplier compliance.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
