The incumbent of this position will serve as a Safety and Occupational Health Specialist at the Carl Vinson VA Medical Center (CVVAMC). This position is located within Safety Service under the Office of the Associate Director at the Carl Vinson VA Medical Center (CVVAMC), where the incumbent serves as the Safety and Occupational Health Specialist, performing a variety of duties in a complex medical center that is constantly evolving within a highly complex and competitive geographic area.

Duties

Incumbent will be responsible for overall management and supervision of the Fire Safety/Environment of Care Program for the healthcare system; plus, the clinics and he/she will ensure that they are in compliance with VHA, the Joint Commission (TJC), CARF Accreditation, National Fire Protection Association (NFPA), current Life Safety Codes (LSC); Occupational Safety and Health Administration (OSHA); and Environmental Protection Agency (EPA). He/she will develop, coordinate, and implement programs, policies, regulations, procedures and serve as technical advisor to management on all matters pertaining to the Fire Safety/Environment of Care Programs. Duties include but may not be limited to the following: Coordinate the technical, administrative, or professional work involving managing, administering, operating, or supporting services, and programs related to the Fire Safety/Environment of Care Programs at the Carl Vinson VA Medical Center (CVVAMC). Develop guidelines used for program implementation. Identify key policy issues, design analyses, evaluate alternatives and make recommendations to management officials. Analyze existing or proposed systems, strategies, services, or other life safety matters; identify needs for improvement and methods and resources to accomplish such improvement. Perform work involving the management, administration, or operation of the Fire Safety/Environment of Care Programs such as inspections, training, fire alarm system inspection, etc. Conduct program assessments and prepare reports necessary to program continuity and reporting. Identify problems and negotiate corrective action concerning programmatic issues and basic financial management of the site. Perform the duties of a Contracting Officer Representative (COR) for contracts which impact services and products provided by the Fire Safety/Environment of Care programs. Ensure staff are trained to recognized and respond to various types of hazardous conditions and to expect the fire or toxic materials being released is high. To qualify for this position, applicants must meet all requirements by the closing date of this announcement,07/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Safety and Occupational Health Management Series, 0018 This position has an Individual Occupational Requirement which is a basic requirement that must be met to qualify for entry into this job series, and it is something that cannot be waived. To meet the basic requirement for the Safety and Occupational Health SpecialistOccupational series, applicants must demonstrate the following: Undergraduate and/or Graduate Education: Major study as follows -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. SpecializedExperience: GS-11 Youmust have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Preparing studies and reports on policy issues and/or problems related to the Fire Safety and Environment Hazards programs; Testing of the fire alarm system, inspection of smoke/fire doors, barriers, and fire extinguishers, etc. and conducting training for supervisors and other staff members in safety and fire protection; AND Coordinating the inspections of workplaces; residential (community) care, nursing, and medical foster homes; and any other homes and/or clinics that are initiated into the program to ensure the safety of facilities to meet the current Life Safety Codes. OR Education GS-11: (Applicants may substitute education for the required experience Copy of Transcript required). To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination GS-11: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 full years of progressively higher-level graduate education leading to Ph.D. Preferred Experience: Safety or Fire Background preferred. You will be rated on the following Competencies for this position: Safety Engineering Creative Thinking Interpersonal Skills Public Safety and Security Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items.
