THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a VISUAL INFORMATION SPECIALIST (TITLE 32), Position Description Number D159000 and is part of the NCNG PAO, National Guard (JFHQ - PAO / MD 1224/055).

Duties

AS an VISUAL INFORMATION SPECIALIST,GS-1084-11, you will plan and administer the state's VI program. Oversees the development of immediate and long-term plans. Develop policies, directives, and standard operating procedures (SOP). Manages the state's VI architecture, ensuring all changes are properly documented. Maintains close liaison with Department of Army, Department of Air Force, National Guard Bureau (NGB), federal and state agencies, business leaders, joint staff and operational personnel to ensure efficient VI operations. Forecasts and executes the state's VI budget, to include procurement of equipment and supplies. Coordinate all activities related to the full range of VI products and services for the state such as still photography (photo-chemical and digital video), manual and computer-generated graphics, presentation services (conference rooms and classrooms), VI equipment and product loan, video(acquisition, production, post-production and duplication), audio (production and duplication), video teleconferencing, closed circuit television, and master antenna and cable television. Coordinate with various outside agencies/contractors on projects that may involve research, procurement and installation of contract services. Direct design of unique projects from inception to completion through application of innovative solutions in the use of multimedia technologies. Accept or rejects customer produced or procured materials. Analyzes statistical information, personnel data, or general descriptions of information to be visually depicted. Select appropriate visual media for the project that will best represent the information to be presented. Manages production of electronic and printed material in the form of slides, displays, newsletters, pamphlets, web pages, posters, and leaflets for various activities. Direct page layouts allowing for line art, photographs, graphs and other graphics. Provide higher-level management with VI products, services, consultation, facilities (studio or presentation room) and equipment to support functional areas, to include command and control, training, logistics, medical, personnel, special operations, engineering, and public affairs. Manage the state's Visual Information Support Center. Responsible for training and coordinating equipment usage. Manage stock videos, audio computer graphics, slides, photographs, line drawings and hardcopy clip art libraries (to include manuals, CD ROMs, videotapes, videodisks.). Maintain the state's defense visual information activity number (DVIAN) account. Coordinate VI usage logs and submits required reports. Manage the installation, set up, and technical support of the state's Distributed Training Technology (DTT)/Distance Learning Network (DLN). Serve as a member of the state DTT/DLN Advisory Board. Plan, design, develop, test, implement, and manage the Internet, Intranet, and Extranet activities, including systems/applications development and technical management of web sites. Interface with all state staff offices and units to collect files, data, publications, and current information, in an electronic format, to consolidate, organize and create interactive web pages with necessary hypertext links to produce accessible "online" information. Manage Internet server operations through continuous maintenance and updates of information as dictated by the staff offices and units. Work with the functional proponents of databases to convert those databases to interactive HTML web page files. Assist staff offices and units with technical advice and information for efficient data transmission into web pages. Ensure all material presented is in compliance with copyright requirements and that Web design is in compliance with Americans with Disabilities Act for accessibility. Work with the Data Base Manager to develop interactive databases for applications on the web. Perform other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Military Grades: Enlisted (E5 to E7) or Officer (2LT to MAJ) Minimum Requirements: Experience, education, or training in a variety of principles of visual design. Knowledge of various methods of visual display and the ability to present information in a visual form that will convey the intended message to, or have the desired effect on, the intended audience. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: (Must have at least 36 months) experience, education, or training involving a thorough knowledge of visual information and other means of communicating through information management. Experience which provided a broad knowledge of principles and techniques associated with complex visual design, specialized fields of illustrating, photography and exhibits. Experience forecasting appropriate visual media for projects being represented to the public. Experience consulting with officials to determine concepts, visual direction, and transmission of information conveying organization's message. Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Education: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
