You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER/ARCHITECT leading the ENERGY MANAGEMENT DIVISION within the PUBLIC WORKS DIRECTORATE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will be responsible for high-level, high-visibility programs in engineering and non-engineering-related fields requiring a broad base of knowledge and contacts. You will advocate for resources and project funds and manage allocations in support of energy functions across NAVFAC Directorates, Divisions, and Facilities Engineering Commands. You will develop and implement outcome-based product support strategies that optimize readiness and life-cycle cost affordability. You will establish and lead regular meetings with energy team members and Directorates/Division to coordinate all related actions in effectively executing the Energy Programs.

  • You will be required to maintain a current PROFESSIONAL ENGINEERING license or ARCHITECT registration.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supporting and providing oversight of energy acquisition strategies and planning/execution of Energy Programs; 2) Performing acquisition and sustainment of energy life cycle program and program management duties pertaining to energy tasks; 3) Overseeing day-to-day management and supervision of Energy Program staff.
