Duties

This position is located in the Memorial Service Network (MSN V) Office in Oakland, CA. The position functions as an advisor providing guidance, direction, and policy interpretation on wide range of subjects, diverse in complexity. Subjects include: Engineering Technical Support, Environmental Management, Equipment Management, Support of Major and Minor Construction Projects, Research and Analysis, and other special projects that may involve producing complex analysis and written reports. Engineering Technician duties include, but are not limited to: preparing, designing and reviewing specifications of construction projects, ensuring contract documents are in general compliance with NCA criteria, OSHA requirements; maintains and updates as-built drawings; prepares, maintains, updates and edits the cemetery gravesite layout plans for the National Cemeteries; reviews assigned plans, specifications and estimates and recommends corrective actions for deficiencies or commissions; reviews the progress of projects to ensure compliance with the Scope of Work, Specifications, and adherence to the project schedule, making recommendations to ensure a quality end product. The incumbent will also oversee the Equipment Management Program for MSN V. Performs public outreach as needed. This is a term appointment not to exceed Two (2) Years. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position serves as a computer aided design and drafting system (CADD) operator. A minimum of one year of experience using computer aided design and drafting systems (CADD) is required. Must possess and maintain a valid state driver's license. You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated experience with a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness. Working knowledge of moderately complex computerized graphics systems; performing technical engineering drafting using CADD, architectural design services, developing plans and construction specifications, preparing work orders and executing plans, tracking multiple projects. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary and performed in an office environment. Requires some physical exertion such as long periods of standing, walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. The incumbent must be physically capable of concentrating on details for long periods of time while developing records and managing automated systems.
