About the Position: This vacancy exists in Program Executive Office Combat Support &Combat Service Support (PEO CS & CSS), in the office ofthe Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), located in Fort Belvoir, VA. PEO CS & CSS leads the development,systems integration, acquisition, testing, fielding, sustainment and modernization of critical combat enabling systems across the Army's Transportation,Quartermaster, Ordnance and Engineer portfolios.

Duties

Responsible for a highly interactive systems analysis, characterized by complex and frequently changing internal and external interfaces at multiple organizational levels. Serves as a focal point for the Life Cycle Cost Estimate and coordinates those cost activities which extend beyond the assigned office. Prepares supporting cost information for the preparation of the Program Objective Memorandum, Budget Estimate Submit, and the Presidents Budget. Designs systematic analytic approaches to develop affordability analyses; develops cost data to support the acquisition decision process. Ensures proper application and integration of cost analysis principles with technical and engineering considerations of the program to assist in acquisition and fielding of systems that achieve established cost schedule objectives. Establishes and maintains a cost-effective balance between acquisition costs, cost of ownership, and system effectiveness, and in doing, provides realistic and attainable cost estimates for all phases of the life cycle. Provides evaluation of contractor proposals and completed analysis reflecting cost and funding requirements. Maintains continuous surveillance of overall actions or proposed actions affecting the programs and ensures that cost implications are identified and consolidated in a timely manner. Determines the reliability and validity of assumptions and implications of data; summarizes and presents findings and results of analyses in the form of comprehensive studies, reports, and other publications. Provides guidance on the considerations and application of cost analysis and prepares cost estimates in Automated Cost Estimating Integrated Tools (ACEIT) for the Project Manager.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Business-Cost Estimating, - Practitioner) certification within 60 months as of entrance on duty.
  • The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time

To meet the education requirements, you must have: A) A Degree in Operations Research. OR B) A Degree with at least 24 semester hours in a combination of operations research, mathematics,probability, statistics, mathematical logic,science, or subject-matter courses requiring substantial competence in college level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: A copy of your transcripts must be uploaded with your application package. Transcripts must show the"degree awarded/conferred" date to qualify. In addition to the basic education requirements for the disciplines identified above, applicant must also have at least one year of specialized experience at the NH-02 (GS-11 or equivalent) level in the Federal Service. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at theNH-01 (GS-4 equivalent) level in the Federal Service that includes: 1) Utilizing cost analysis systems such as Automated Cost Estimating-Integrated Tools (ACEIT) for Life Cycle Cost Estimate and Program Office Estimate (POE) in support of signed acquisition programs; 2) Building cost estimates in accordance with accounting laws, regulations, policies, and procedures to ensure data is accurate and in compliance with regulatory guidelines; 3) Preparing cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11 equivalent).
