This position serves as the manager of the NIH Defensive Counterintelligence (DCI) program with responsibility for developing, directing, coordinating, and evaluating a comprehensive protection, security, and emergency response program across the NIH in coordination with the HHS Office of National Security. This program serves as an extension of the HHS ONS and supports the Research Integrity Office within the OMA by coordinating due diligence reviews for insider threat allegations.

Duties

If selected for this position as a GS-0132-14 Intelligence Operations Specialist (DCI) your duties may include, but are not limited to the following: Serves as the NIH Senior Defensive Counterintelligence (DCI) expert and manages the functions and staff assigned to DCI on cyber matters having a foreign, insider threat, or criminal nexus. This requires significant and extensive coordination and integration of several important DCI and insider threat activities. Provides cyber and national security support, as the level senior-level counterintelligence analyst, to the DCI NIH Chief Security Officer. Develops an interagency DCI sharing framework that protects NIH assets and information and ensures NIH remains abreast of current DCI and insider threat issues and shares those issues with the Office of National Security. Develops information management policies and procedures for interagency engagement and Intelligence Community information with the support of the Office of National Security information management program. Conducts DCI research and uses knowledge of organization(s) to conduct analysis, production, and dissemination of threat information within the NIH. Evaluates the performance of assigned staff and contractors whose work they oversee. Approves or disapproves selection of DCI candidates for staff. Recommends selections for subordinate contractor supervisory/team leader positions, if required.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you must be able to obtain and maintain a TOP SECRET Clearance with Sensitive Compartmented Information access (TS/SDCI).
  • This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment.
  • The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
  • If not already completed/obtained, must be able to successfully complete Contracting Officer’s Representative (COR) Level 2 certification.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) providing guidance on counterintelligence, insider threat, and cybersecurity to an organization; 2) conducting research and analysis regarding security, grants made to foreign entities, insider threats assessments, and foreign visitor access management to disseminated threat information within the organization; 3) developing recommendations to improve the organization's intelligence and cybersecurity programs; and 4) manage a defensive counterintelligence program including developing and implementing programs and guidance, advising managers on the program, and coordinating activities with other organizations.
