About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER.

Duties

Process special security clearance and Sensitive Compartmented Information (SCI) access certification for temporary duty personnel and maintain an SCI access roster for visiting personnel. Identify appropriate resources, and provides access, storage and retention requirements in support of intelligence analysis function. Provide information and guidance concerning indoctrination, special security education, debriefing of SCI indoctrinated personnel, SCI document control and accountability, and SCI Facility operations IAW Dept. of Defense regulations and policies. Manage the SCI access program to include conducting SCI pre-nomination screening interviews and recommending to the Senior Intelligence Officer (SIO) approval/disapproval of new billet requests. Direct the maintenance and enforcement of SCI Special Security programs on behalf of the Capabilities Development Integrations Directorate (CDID), the Commandant, and SIO.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • May require Temporary Duty (TDY) travel up to 10% of the time.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Subject to on-call 24-hour status and may require irregular working hours on nights, weekends and holidays. Position may require occasional scheduled or unscheduled overtime.
  • Position requires completion of the Security Fundamentals Professional Certification (SFPC) within the first two years of employment. *See the Additional Information section for details.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Assisting with the receipt or storage or destruction of classified material. AND 2) Advising on principles or concepts or practices related to multiple security disciplines, such as Personnel Security (PERSEC), Physical Security (PHYSEC), Foreign Disclosure (FD), Industrial Security (INDUSEC) and Information Security (INFOSEC. AND 3) Assisting with the management of a Sensitive Compartmented Information Facility (SCIF). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
