This position serves as a Lead Archaeologist in a Bureau of Land Management (BLM) Office in Spokane Valley, Washington. The primary purpose of this position is to provide leadership over a heritage resource team and provide professional knowledge in the inventory, evaluation, protection, and management of the office's prehistoric and historic resources, as well as those resources containing traditional cultural values. In addition, there will be tribal liaison duties and NAGPRA management

Duties

Serves as the cultural program lead and Tribal Liaison for Spokane District which includes all BLM land in Washington State. Coordinates with the State of Washington SHPO, OR/WA BLM Cultural Program lead, and field office cultural staff on administration and implementation of the cultural program specific to Spokane District. This may include evaluating and development of a programmatic agreement. Provides guidance and support to Spokane District leadership regarding cultural program priorities and budget planning. Serves as the district lead in planning, coordinating and implementing the Native American Graves Protection & Repatriation Act and the processes within that Act.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 0193 series: A. Education 1. Degree that included three (3) semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work;-AND-Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying;-AND-Archeological field school.(NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR 2. Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A. (including archeological field school). NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR 3. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) OR 4. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. *AND* ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: 1) providing guidance, leadership, or coordination to cultural staff to ensure effective protection, utilization, and/or management of cultural/historical resources; 2) conducting investigation or analysis to resolve heritage resource problems; 3) identifying impacts of recreational, commercial or industrial operations to protect heritage resources from potential adverse effects; 4) preparing technical or analytical reports for heritage and/or paleontological resource management use; 5) providing professional expertise on matters related to cultural and/or historical resources. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
