The Materials and Structures Experiments Branch is seeking an Assistant Branch Head who will be responsible for providing administrative and technical supervision to a technician work force, executing a wide variety of materials and structures research and development experiments, ensuring the safe operational readiness of the companion research laboratories. This position performs supervisory duties (25%) and testing or facility duties (75%).
Duties
Provides occupational specific technical and administrative guidance, coordinates with employees to organize assigned work, and mentors the workforce across multiple facilities.
Defines jobs, selects employees, and assigns work; defines technical work requirements and milestones; evaluates the organization and employee accomplishments by accepting or rejecting work products.
Coordinates work operations among employees and with other Research Directorate (RD) Branches and facilities, making changes in work organization or the assignment of functions to improve workflow and increase productivity.
Provides day-to-day guidance to leads, working with each lead to organize assigned work and mentors the workforce across multiple facilities.
Works to develop long-range strategic management plans for efficient and effective implementation and administration of major Center programs involving experimental Structures and Materials laboratory testing.
Provides advisory services related to equipment design, production, operation, and maintenance requirements for new or modified equipment systems or subsystems.
Provides continuing technical advice and assistance in resolving problems affiliated with equipment systems by participating on technical review panels, preparing high-level reports.
Provides technicians assistance to engineers and supervisors by conducting engineering type analyses and evaluations, such as surveys, audits, trending, review studies or evaluation of contractor performance.
Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Position subject to pre-employment background security investigation.
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- A one-year supervisory probationary period may be required.
- If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading a team in obtaining resources and identifying strategic objectives for the organization;
Defining technical work requirements and milestones for testing equipment related to any of the following areas:metrology, mechanical testing or thermal vacuum; or advanced materials processing;
Presenting and defending organization and employees work to senior management and other offices.
