You will serve as a Security Specialist aboard the Naval Air Station (NAS) Joint Reserve Base, Whidbey Island, WA of COMNAVRESFOR.

Duties

You will be responsible for overseeing packing out plans and inventories prior to deployments and training exercises. You will be responsible for ensuring security containers are locked when not under the direct supervision of an authorized person and the container check sheets are properly annotated. You will be responsible for making arrangements and coordinating between visitors, the visitor's cognizant security officer and the destination facility's security officer regarding program material. You will be responsible for ensuring all accountable SAP (Special Access Program) information is entered into an approved document control accountability system to record all transactions of handling, receipt, generation, reproduction, destruction. You will be responsible for providing solutions to security problems and questions by developing alternatives/options to meet requirements. You will be responsible for managing proper control and implementation of internal program security measures and required training readiness at the functional areas. You will be responsible for assisting in the evaluation of the sensitivity classification for positions by applying the sensitivity criteria. You will be responsible for determining whether clearances should be granted, suspended, revoked or denied as appropriate. You will be responsible for managing and protecting classified information, documents and material. You will be responsible for having the required special access program (SAP) access in order to meet the needs of operational necessity critical to operating the Growler. You will be responsible for being a subject matter expert on reviewing requests for information on security guidance or assistance. You will be responsible for providing recommendations on the purchase of equipment or systems, or meeting changes with security requirements.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience supporting a daily schedule detailing the required availability window of the Special Access Program Facility (SAPF) and ensures that the SAPF remains staffed and opened on time to meet requirements of operations. Experience reviewing and implanting security instructions as they relate to personnel, information, and industrial security to ensure security compliance, and proactively verifying, testing, and evaluating procedures to ensure that DOD policy is being met by providing immediate and follow-up corrective actions for any security violations or infractions. Experience establishing and enforcing command security policies and procedures for the protection of program information and materials to ensure accountability of all classified materials and coordinate reports and adjudicate security violations for potential security compromises of classified information. Experience providing administrative and security support dealing with classification, control, storage, dissemination, transmission, destruction, protection, and administration associated with these programs. Experience providing training for civilian and military personnel assigned to support the SAPF on proper security procedures, including immediate action and emergency procedures. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a Ph.D. or equivalent doctoral degree

  • 3 full years of progressively higher-level graduate education leading to a doctoral degree

  • A combination of experience and graduate education as described above that equates to one year of experience
