This position serves as a Medical Technician located in the Laboratory Department at the Wellpinit Service Unit. This position reports to the Supervisory Clinical Laboratory Scientist or designee.
Duties
Performs a wide range of clinical laboratory tests/examinations as requested by medical staff for use in clinical diagnosis, patient screening, monitoring patient therapy and status and other authorized purposes.
Follows established lab protocol for specimen preparation for analysis in various sections of the lab and reference labs.
Withdraws appropriate quantities of blood by venipuncture or capillary technique for the test(s) requested and the age and/or condition of the patient.
Use appropriate functions of the laboratory package, including ordering patient tests and accessioning tests ordered by providers
Interprets and evaluates results of tests/examinations in process and upon completion in order to recognize anticipated reactions and departures from the norm.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Specialized Experience
For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Education and Training
For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
MINIMUM QUALIFICATIONS:
GS-05: One (1) year of specialized experience equivalent to the GS-04 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Perform a variety of standardized tests and examinations under normal technical supervision; Follows written procedures which give carefully detailed instructions on each step of the assigned test and examinations include the techniques, procedures, stains, reagents, chemicals, temperatures, measurements, controls to use and observe, machine settings, etc.; Perform phlebotomy services, both finger sticks and adult venipunctures; Determine correct blood specimen for each test ordered; Adhere to quality control procedures.
OR
Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. Examples of related subjects include chemistry, hematology, blood banking, microbiology, or biological sciences.
OR
A combination of education and specialized experience that when combined fully meet the qualifications for the GS-05 grade level. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.
GS-06: One (1) year of specialized experience equivalent to the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: A working knowledge of the methods, techniques, and practices appropriate to medical technology and their practical application to clinical laboratory work; Skill in calibrating and operating analytical instruments sufficient to independently perform recurring tests and analyses; Understanding of related disciplines such as microbiology, chemistry, physiology, anatomy and their relationship to medical technology.
GS-07: One (1) year of specialized experience equivalent to the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: A thorough understanding and extensive knowledge of the methods, techniques and practices appropriate to medical technology and their practical applications to clinical laboratory work; Skill in calibrating and operating analytical instruments sufficient to independently perform recurring tests and analyses; Understanding of related disciplines such as microbiology, chemistry, physiology, anatomy and their relationship to medical technology; The ability to work independently of direct supervision.
OR
One full year (18 semester hours) of graduate education in a field that is directly related to the work of the position.
OR
A combination of graduate education in a field that is directly related to the work of the position and specialized experience that when combined fully meet the qualifications for the GS-07 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
