Duties
If selected at the GS-13 level, duties will be performed in a developmental capacity.
Monitors and reviews processes and performance for enterprise-wide studies and initiatives and serves as senior advisor to the Process Owner regarding enterprise-wide Disposal/Order Fulfillment functional process performance issues.
Develops methodology and procedures to identify problems and develop solutions that improve effectiveness of performance review.
Plans, organizes, and directs reviews; assigns segments of the review to various functional process organizations; and coordinates the efforts of the functional analysts/experts throughout the agency.
Based on research and findings, provides the Process Owner and other senior level agency representatives with recommendations addressing complex and interrelated enterprise-wide Disposal issues for successful implementation.
Oversees and support Inventory Reconciliation and support audit A-123 and Internal Controls for Disposal.
Conducts policy analysis and serves as Agency expert for the development and implementation of enterprise-wide policies related to the Order Fulfillment processes.
Analyzes regulatory requirements that impact Disposal process activities, interprets intent of governing documents, and directs complex studies of policies, procedures and programs, including their functional and system implementation.

Qualifications
To qualify for a Supply System Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13:
Performed Disposal processes, including system functionality and business capabilities and the understanding of the critical path of both system and manual activities to recommend changes in how the process is executed from a process and/or system perspective.
Performed financial statement audit requirements and internal controls and experience applying them to Disposal automated and manual business processes.
Capability to interpret policy direction affecting operating requirements of the assigned process to implement and/or recommend new or revised local directives, policies, and operating instructions.
Recommend supply policy, procedures, techniques, tools, and methods to a variety of work situations, to respond to problems/questions involving implementation of supply guidelines, and to translate general policy guidance into detailed operational procedures.
Perform the organizations, programs, missions, and operations at their assigned location and their interrelationship to Directorate/office activities to monitor assigned programs and identify/eliminate underlying causes of problems or redundancies affecting Process Management.
Executed the Enterprise Business System (EBS) applications related to Disposal and Inventory Management, including system functionality and business capabilities and the understanding of the critical path of both system and manual activities to recommend changes in how the process is executed from a process and/or system perspective.
Familiarity with systems applications governing automated supply management and data maintenance sufficient to recognize systemic problems, to identify the source(s) of discrepancies, and to input, manipulate, extract, and maintain automated information.
Skill in written and oral communication to prepare and present briefing materials, project reports, fact sheets, study findings and recommendations in an effective and persuasive manner.
GS-14:
Experience with Disposal processes, including system functionality and business capabilities and the understanding of the critical path of both system and manual activities to recommend changes in how the process is executed from a process and/or system perspective.
Experience with financial statement audit requirements and internal controls and experience applying them to Disposal automated and manual business processes.
