This position provides expertise in health care program management, with emphasis on accounting/finance, to be applied regularly, ongoing negotiation and review of P.L. 93-638 contracts for IHS funded programs. Provides to contractors, potential contractors, and staff with expertise in the management in the form of technical assistance. The Alaska Area has 12 P.L. 93-638 Title I and 25 Title V contract agreements representing 99% of the Alaska Area Native Health Services annual budget.
Duties
Reviews contractor scopes of work and contract documents to ensure that the contractual agreement properly captures the programs, functions, services, and activities of the P.L. 93-638 contractor. Reviews will range from single programs entities to complex combinations of hospital, health center, and village clinic operations conducted by tribes or tribal organizations simultaneously or at several remote locations.
Reviews, contractor financial documents, audits, and indirect cost proposals for reasonableness and duplication of costs between program and indirect costs.
In partnership with counsel, draft template letters, memorandums, and other communication to contractors, stakeholders, and internal departments regarding contracting activities, claims review, negotiation activities, etc. Ensure deadlines and timetables are met by all involved in the process.
Works under the direction of the Director, Office of Tribal Programs to develop contract support cost estimates, provide technical assistance on the development of contract support cost estimates by contractors, participate in contract support cost negotiations, review of contract support cost language, reconciliation of contract support cost need and payment in accordance with the Contract Cost Policy from the Indian Health Manual (Chapter 3) and the applicable OMB Circulars.
Complete initial estimates and reconciliation of contract support costs utilizing provided tools; ensure proper back up documentation, and management of negotiation files.
Work closely with Agency staff and contractors regarding Contract Disputes Act claims.
Develop in depth understanding of funding tables to ensure updates are done in a timely fashion in partnership with stakeholders and finance staff.
Acts in a consultative and training capacity to internal and external customers regarding the Alaska Tribal Health System and unique aspects of rules, regulations, and policy that impact health service delivery and the implementation of P.L. 93-638.

BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: demonstrated experience in technical assistance of contract support cost estimates by contractors, participation in contract negotiations, review of cost language and reconciliation of cost need and payments.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
