The position is responsible for the development, management and oversight of new and existing educational programs which requires coordination and collaboration with external organizations, academic institutions, and other agencies within the federal and state governments. The incumbent assists in developing, coordinating and shaping educational outreach programs, partnerships, and corresponding training programs for external stakeholders of the USPTO.

Duties

The physical worksite for this position is located in Alexandria, Virginia. TELEWORK: This position is eligible for maximum telework eligible per agency and business unit discretion/policy. REMOTE WORK: Remote work will be considered. Prior to the start date, you may be given the opportunity to elect to work from the Alexandria headquarters, from an alternate/home location within the United States (defined as the 50 United States, the District of Columbia, and Puerto Rico), or a combination of headquarters and alternate location. Your salary/pay will be based on your selected worksite geographical location. Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at OPM - Education Program Series, 1720. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. *PLEASE READ THE BELOW SPECIALIZED EXPERIENCE TO ENSURE YOU POSSESS THE REQUIRED EXPERIENCE REQUIRED FOR THIS POSITION GS-12: The next lower grade level is a GS-11. Specialized experience includes: Experience designing educational content or curricula for K-20 students in the areas of intellectual property, entrepreneurship, STEM, STEAM, invention, making, and/or problem/project based learning. Experience as a K-20 educator or experience providing programming for students and learners or professional development training to K-20 educators. Experience working in a field associated with intellectual property (patents, trademarks, copyright, and trade secrets) and IP protection sufficient to teach someone else about these concepts. Experience reviewing publications and literature related to educational activities. GS-13: The next lower grade level is a GS-12. Specialized experience includes: Experience designing educational content or curricula for K-20 (students in the areas of intellectual property, entrepreneurship, STEM, STEAM, invention, making, and/or problem/project based learning. Experience as a K-20 educator or experience providing programming for students and learners or professional development training to K-20 educators. Experience working in a field associated with intellectual property (patents, trademarks, copyright, and trade secrets) and IP protection sufficient to teach someone else about these concepts. Experience reviewing publications and literature related to educational activities. Experience developing intellectual property-focused resources/content to help K-20 students or educators understand IP in the context of STEM or STEAM, invention education, or transdisciplinary learning, entrepreneurship, transdisciplinary learning, or career technical education (CTE) on a national level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must meet one of the following education requirements:

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

C.
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
