The incumbent assists the Assistant State Conservationist for Programs (ASTC-P) in the administration of Farm Bill Programs including but not limited to the Agricultural Conservation Easement Program (ACEP)-Wetlands Reserve Easements (WRE) the ACEP-Agricultural Land Easements (ALE) Conservation Stewardship Program (CSP), Environmental Quality Assurance Program (EQIP) and the Healthy Forest Reserve Program (HFRP).
Duties
Maintains easement databases and spreadsheets to track application status, easement closings restorations, and monitoring.
Tracks financial assistance funds for ACEP easement acquisition appraisals, title work, commitments, obligations, etc.
Draws and maps out legal descriptions to assure adequate access, boundaries and clearing unnecessary encumbrances.
Prepares, reviews, submits, and tracks transfers, commitments, obligations, de-obligations, payments and cost recoveries.
Gathers program information to assist leadership staff in analysis of Farm Bill program performance.
Assists in the review of easement packages for the internal controls process.
Communicates directly with financial management staff in order to ensure funds are obligated on schedule and to process programmatic requests and/or issues.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (i.e., one year at the GS-07 grade level for consideration for the GS-09 grade level; one year at the GS-09 grade level for consideration for the GS-11 grade level).
Specialized Experience (GS-9 level): To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
Assisting in projects or studies related to administrative business operations and programs;
Gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency; and
Producing analysis reports and spreadsheets to support business operations; OR
Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience (GS-11 level): You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of specialized experience include:
Performing assignments, projects or studies related to administrative business operations and programs;
Providing administrative management support based on knowledge of mission and function, goals and easement acquisitions programs;
Participating in activities to improve the effectiveness and efficiency of work operations in support of easement acquisitions program objectives.
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
