This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base in the DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Performs staff surveillance of Non-Destructive Testing (NDT) program operations of certified production.
Develop requirements to examine and/or evaluate system abilities for reliability.
Research manufacturing processes for continuous improvement initiatives.
Advise personnel/management on activities of product quality issues to minimize risk of operational performance.
Provide training support to quality assurance team members that covers systems, policies, and processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or be able to obtain and maintain a SECRET security clearance.
- Must be able to occasionally travel (25%) to attend workshops, training, or seminars.
- Must be able to physically lift up to 40 lb. during normal operations.
- Must be able to acquire a successful completion certification in the fields of Non-Destructive Evaluation (NDE) within two (2) years from date of hire. - Continues skills following below:
- Level II requirements of the American Society of Nondestructive Testing (ASNT); Level III requirements of the National Aerospace Standard (NAS) 410.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) monitoring quality manufacturing to include Non-Destructive Testing (NDT) program operations to verify the effectiveness of performance activities; 2) analyzing deficiency reports to detect the impact on production schedules or cost; and 3) consulting Quality Assurance supervisors/mission operations management on relative production, supply, or inspections to isolate root cause of quality issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
