The primary purpose of this position is to serve as Inventory Management Specialist initiate requisitions and contract buys from requirements of the Letter of Offer and Acceptance, tracks backorders and provides supply support information for major program reviews and monitors existing data systems and recommend FMS supply support policies and procedures.

Duties

1. Performs work associated with management and repair of systems and assigned workload. Assembles, verifies, computes, and approves recoverable item requirements, using judgement to apply methodologies and adapt procedures for assigned set of complex items or subcomponents. 2. Determines current and future supply and repair distribution requirements for assigned systems and items. 3. Prepares recommendations and directives for the procurement/repair of material and performs production management activities that relate to repair operations. 4. Performs funds management/budget duties. 5. Participates in meetings and conferences.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Inventory Management Series 2010. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing duties that used: knowledge of supply chain management; principles, procedures, techniques, practices, concepts, policies, methods, and regulatory guidance sufficient to conduct independent reviews and resolve difficult issues and problems in assigned area of responsibility; skills in conducting detailed analysis of complex items, functions and work processes, considering a number of variables; ability to obtain, manage and deliver services for the repair of assets; ability to plan, organize, implement, and coordinate support requirements for systems, subsystems and other items required to meet program objectives NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate in both orally and in writing. 2. Ability to plan and organize work and maintain good working relations. 3. Knowledge of applicable customer services standards. 4. Knowledge and ability to use office automated and computer systems. 5. Knowledge of laws, regulations, policies, procedures, techniques and methods of assigned specializations and functions. 6. Knowledge of sources, responsibilities, and means for providing assistance or advice to resolve supply problems. 7. Knowledge of policies and procedures for requisitioning and issuing equipment and supplies. 8. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. 9. Ability to review, analyze, and manage Foreign Military Sales programs. 10. Knowledge of procedures and precautions to be taken in the maintenance and operation of equipment, and in the storage and movement of supplies, to ensure required security, safety and environmental standards are met. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
