The primary purpose of this position is: To apply technical aircraft maintenance requirements to the oversight of the planning, development, repair, renovation and day-to-day use of all Maintenance Group facilities. Provides technical assistance and advice to Civil Engineering relates user requirements to existing technology. Duties

Conducts on-site surveys of Maintenance Group assigned facilities to determine the nature and condition of existing facilities; to work out solutions for modifications, upgrades, repairs or alterations to facilities to meet command standards for supporting aircraft maintenance operations. Provides input for the formulation of the annual facility requirements budget for the facilities assigned to the Maintenance Group. Plans, coordinates, and manages all aspects of assigned program(s) through application of professional knowledge and skill in environmental engineering practices, processes, and techniques. Responsible for executing assigned program element(s) to comply with all applicable Federal, State, Local and Air Force environmental laws and policies. Provides advisory services on specific problems, projects, programs, and functions in assigned program area. Conducts the Emergency Management Program for the Group. Oversees the Maintenance Group's Self ­Inspection Program. Performs as a team member in the MXG Group Control Center during periods of increased readiness, exercises or natural disasters.

  • The employee will be required to work other than normal duty hours, with short to no advance notice, which will include evenings, weekends, and/or holidays

  • (cont'd) the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status
  • Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military or commercial aircraft
  • The employee 'Will be required to perform duties in the Maintenance Group Control Center during periods of increased readiness, contingencies, and under emergency conditions as well as any time the Crisis Action Team is activated.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for this position
  • Aircraft Maintenance and/or Civil Engineering experience is beneficial to the successful completion of work
  • Must be able to obtain and maintain a Secret security clearance
  • The employee may be required to carry an electronic device (cellular phone and/or pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of aircraft maintenance facility and environmental requirements and related Civil Engineering principles, concepts and methodologies sufficient to independently perform work assignments to provide state-of-the-art facilities and environmental programs to support the Maintenance Group mission. Knowledge of standards. criteria, equipment or techniques to resolve question or conditions. Knowledge of proper handling of classified information. Knowledge of the Air Force self-inspection program and its goals. Practical knowledge of budgetary principles, policies, and procedures as applied to Civil Engineering estimates and calculations for inclusion in the Maintenance Group budget. Practical knowledge of disaster preparedness regulations, concepts and exercises. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree NOTE: You must submit a copy of transcripts OR LL.B. or J.D., if related NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of the aircraft maintenance mission to include applicable policies, procedures, and requirements. 2. Knowledge of governing facility management regulations, standards. policies. and procedures. 3. Knowledge of standardized supply purchase procedures and the use of vendor catalogs to determine and coordinate the ordering of required materials through Civil Engineering or as appropriate. 4.Knowledge of applicable Federal, State, Local and/or Air Force laws, regulations and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention and/or integration principles and practices; and health, safety, and security practices. 5. Skill in researching, screening, and reviewing technical data, reports, manufacturers' catalogs and other guidelines to obtain information. Ability to develop sketches from site visits to support customer work requests. 6.Ability to plan and organize work; analyze. interpret and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with aircraft and engineering disciplines and architects. Ability to communicate effectively, both orally and in writing, and to work cooperatively as a team leader or member. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
