This position serves as PCMM Coordinator for the VA Central California Healthcare System. The employee is involved in utilizing the Primary Care Management Module (PCMM) in developing, analyzing, evaluating, advising on, or improving the effectiveness of the Business Office, Primary Care work methods and procedures, organization, manpower utilization, distribution of work assignments, management controls, information, and documentation systems, and/or similar functions of management.
Duties
Major duties include:
Responsible for the integrity of the Medical Center's significantly large PCMM database.
Works closely with Medical Center clinic support staff, clinical service chiefs, CBOC staff, DSS staff, VISN staff and headquarters staff in order to maintain integrity of this program and data.
Monitors and maintains provider profiles, monitoring panel sizes, oversight and correction of transmission errors, and review/recertification of incorrect patient assignments.
Prepares national, VISN and Medical Center level reports, upon request using computer programming routines.
Collects, compiles, analyzes, and presents data regarding the integrity of the PCMM package.
Establishes and manages PCMM team and position set up for all primary care and specialty teams supervised by this Medical Center.
Establishes, monitors, and maintains of all clinic profiles for the Primary Care Service and the associated CBOCs.
Performs organizational and/or manpower utilization studies of the clerical and technical aspects of primary care with related functions to identify and develop improvements and efficiency of manpower and methods.
Conducts management surveys and research projects and provides advisory services on issues of moderate scope and impact to the primary care endeavor.
Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation and performs equivalent management information studies having significant impact on the service and the facility.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies complex fact finding, analytical and problem-solving methods and techniques; Reviews data, presents alternatives, makes recommendations, and assists with developing problem resolutions; Ensures compliance with established policies, practices and procedures; and Communicates effectively with employees at all levels within the Medical Center and with outside agencies. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper, books, and charts. Most work is performed in an office setting. Occasional visits to various patient care areas and ambulatory care staff meetings may be required. No special precautions or protective clothing are needed.
