The primary purpose of this position is to serve as a mechanical engineer in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed, and regulatory requirements met prior to promotion. (Continued in the Duties section)

Duties

Summary continued: When the supervisor determines the full proficiency has been acquired, a Request of Personnel Action (RPA) will be submitted to the Civilian Personnel Office, and an annotation that the incumbent is performing the full range and scope of duties and responsibilities reflected in referenced Standard Core Personnel Document, SCPD 5AX9GK03, GS-0830(99)-12. At full performance level, the incumbent will serve as a mechanical engineer at an Air Force (AF) installation performing a wide range of comprehensive planning duties, which involve problems conventional in nature, but of considerable scope. The full performance duties are covered by SCPD 5AX9GK03, GS-0830(99)-12. Duties/Responsibilities For GS-11&12: Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering. Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. Plans, programs, budgets, and executes required projects in support of assigned programs. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Duties/Responsibilities For GS-09: Performs developmental assignments. Performs moderately difficult and complex assignments consisting of well precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Carries out special projects and participates in special initiatives and studies. Prepares written correspondence and other documentation. Duties/Responsibilities For GS-07: Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation.

  • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May require travel away from the normal duty station on military and commercial aircraft.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in mechanical engineering; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to effectively communicate information clearly, orally and in writing; ability to gather and analyze basic facts and draw conclusions; ability to learn the operation of automated data systems. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of mechanical engineer, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. SPECIALIZED EXPERIENCE FOR GS-11 & GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 for GS-11, GS-11 for GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of mechanical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; comprehensive knowledge of the installation/command mission and organization; broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. OR EDUCATION FOR GS-07: One full year of graduate level education in engineering or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or a bachelor's degree in engineering with Superior Academic Achievement. EDUCATION FOR GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in engineering or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. EDUCATION FOR GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position for the GS-07/09/11 grade levels, as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-11&12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.

2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.

4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.

5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, concepts, and theories of mechanical engineer, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.

6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles, concepts, and practices of mechanical engineering.

2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in mechanical engineering.

3. Skill in communicating factual and procedural information clearly, orally and in writing.

4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

5. Ability to plan and organize work and consult effectively with co-workers.
