The Foreign Agricultural Service (FAS) of the U.S. Department of Agriculture (USDA) works to improve foreign market access for U.S. products, build new markets, remove barriers, support U.S. foreign policy, improve the competitive position of U.S. agriculture in the global marketplace, and provide food aid and technical assistance to foreign countries.

Duties

The duties described are for the full-performance level. Provide technical assistance to USAID missions as they design and implement low-emissions agricultural research, practices, and/or programs to reduce agricultural emissions and emissions trajectories. Serve as a senior technical expert in the Natural Climate Solutions (NCS) Division, supporting global implementation of the USAID Climate Strategy through technical expertise and support to USAID Missions and operating units. Increases coordination and cooperation with other government agencies, including USDA and the Department of State, as well as other important partners, such as the CGIAR. Provide technical expertise in climate mitigation in food systems to inform USAID directives, practices, research, and programming. Provide oral and written briefings, reports, proposals, guidance, and other material to senior officials at USAID, USDA, other government agencies, and to implementing partners and collaborators. Support applied research to improve understanding of agricultural practices and interventions that reduce emissions (or emissions intensities) and improve carbon sequestration in agricultural systems.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates (Your resume must reflect where, when, and how you gained this experience.): Knowledge of natural climate solutions, including land-based climate change mitigation. Experience in international agricultural and climate change research, policies, and programming. Experience managing complex intra- and inter-agency or organization coordination to develop shared programmatic or policy goals. Experience working with livestock, rice, soil carbon- and/or other sectors for reducing agricultural emissions or sequestering carbon in agricultural systems.
