This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will monitor related operational maintenance, overhead, and direct and indirect costs necessary to establish equipment rental rates.
You will assist fleet manager with admissions, finances, operation, maintenance, and supply support of NTV vehicle lease program (VLP).
You will maintain a fleet of vehicles and equipment that are assigned to and operated by MCLB, Albany personnel in the accomplishment of their mission.
You will establish, manage, and track both preventive maintenance and warranty repairs.
You will inspect and certify inspection of weight handling equipment.
You will manage programs to provides scheduled and non-scheduled personnel transportation services in accordance with marine and base orders.
Requirements

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Knowledge of transport operations and services programs to plan, coordinate and conduct reviews and develop reports or evaluations of local operating procedures, internal management controls and transactional reviews.
Knowledge of maintenance and repair procedures for NTV material handling and engineering equipment and light, medium and heavy automotive vehicles.
Knowledge of base vehicle operator licensing and training programs.
Knowledge of overhead crane inspection and load testing procedures.
Knowledge of government contract management program to write and submit statements of work (SOW), research cost estimates, and submit comparison of leases versus purchases for contract requirements.
Skill in monitoring existing contracts for contractors operated parts store (COPARS) with an annual budget of over one million dollars and short- and long-term vehicle/equipment lease contracts.
Knowledge of all aspects of fuels management program and procedures.
Knowledge of software operations, such as: Wide Area Work Flow (WAWF), standard labor data collection and distribution applications (SLDCADA) program, PR Builder, and other approved systems.
Knowledge of budgeting to work with fleet and fund managers to prepare annual budgeting estimates, phasing plans for funding needed for all base side fuels, vehicle and equipment maintenance/ repair opertions, refuse removal and mechanic/driver training.

Education
You may substitute education for specialized experience to qualify for this position as follows:Ph.D. or equivalent doctoral degree,orthree full years of progressively higher-level graduate education leading to such a degreeor an LL.M, if related.You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
