The primary purpose of this position is to provide full performance level work in constructing, installing, repairing, and modifying wood and wood substitute structures and items requiring close tolerance fit and structural soundness, and performing the full range of painting, including surface preparation.

Duties

- Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in the construction and maintenance of installation facilities. - Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. - Prepares various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats. - Applies skilled methods and techniques in paint preparation and coating applications. - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains tools.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Shift work may be required.
  • Will be required to train/guide lower graded (or other trades) military/civilian employees.
  • May be required to be certified for working with and/or removing hazardous material.
  • Exposure to toxic paints, chemicals, or other hazards may require occupational health examinations.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Emergency overtime may be required.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a MAINTENANCE MECHANIC without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of carpentry methods and techniques; and precision carpentry equipment. 2. Knowledge of safety regulations, practices, and procedures; regulations, procedures, and policies related to records maintenance and documentation; and current federal, state, and local regulations pertaining to hazardous waste management. 3. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex projects. 4. Knowledge of accepted surface preparation and coating methods including special finishing techniques, and paints and thinning additives. 5. Skill in setting-up, operating, and maintaining a variety of painting and woodworking power and hand tools/equipment; constructing, installing, repairing, and modifying wood structures; and tinting, toning, matching, and blending coating materials. 6. Ability to interpret complex instructions, sketches, blueprints, and building codes; read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, and precoating agents; and produce finished products with precise fits, accurate dimensions, and acceptable appearance. PHYSICAL EFFORT: Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. The employee prepares and coats surfaces from ladders, scaffolds, and platforms, and in situations where the surfaces to be coated are in cramped and hard-to-reach places. The work may be at extreme heights (such as water towers or tall buildings). Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers. WORKING CONDITIONS: Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, fumes, and hazards associated with carpentry and painting trades. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones. May work in confined areas such as crawl spaces and attics that may be dusty and dirty. Uses protective devices, such as ear plugs, safety glasses, respirators, safety shoes, hard hats, coveralls, gloves, rain gear, and other protective gear are required, which are sometimes heavy and uncomfortable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
